California's Anti-Human Trafficking Proposed Initiative

Xenubarb on WWP posted a thread about a new proposed California anti human trafficking initiative.

Recently submitted to Sacramento, this anti-human trafficking initiative will wind up on the ballot.

It increases education for law enforcement, and will increase penalties for those found to be trafficking in human beings, imposing enforced labor, slavery, sex trafficking of minors.

I'm generally against petition launched initiatives, because any dumb old thing can wind up as law, but I think this is worthwhile, particularly in light of potential impact on Scientology's Navy of minors, foreign workers, and others who feel powerless to escape from the cult due to family, friends, business dealings or extortion and blackmail.

California Against Slavery Human Trafficking Initiative | California Against Slavery

* Mandatory 2-hour human trafficking training for law enforcement (SEC 8 of initiative)

* Inclusion of sex trafficking of minors in the state definition of human trafficking (SEC 4)

* Increased penalty and fines (SEC 4) – from the current 3,4,5 or (4,6,8 for minors) to:
o 6, 12, 16 years and up to $300k fine for forced labor/service of any person and sex trafficking of adults
o Minor sex trafficking:
+ 5, 8, 11 years and up to $300k fine with no force
+ 15 years to life and up to $500k fine with force

* More rights for victims:
o Longer timeframe to bring civil suit (SEC 1)
o Allocation of more forfeited assets and additional fine for victim services with at least 50% to community organizations (SEC 3, SEC 7-253)

Also this section from the propoosed bill is awesome:

257. Law enforcement agencies shall use due diligence to identify all victims of human trafficking, regardless of the citizenship of the person. When a peace officer comes into contact with a person who has been deprived of his or her personal liberty, a minor who has engaged in commercial sex, a person suspected of violating subdivision (a) or (b) of Section 647, or a victim of a crime of domestic violence or rape sexual assault, the peace officer shall consider whether the following indicators of human trafficking are present:
(a) Signs of trauma, fatigue, injury, or other evidence of poor care.
(b) The person is withdrawn, afraid to talk, or his or her communication is censored by another person.
(c) The person does not have freedom of movement.
(d) The person lives and works in one place.
(e) The person owes a debt to his or her employer.
(f) Security measures are used to control who has contact with the person.
(g) The person does not have control over his or her own government-issued identification or over his or her worker immigration documents.

See now this is something that I can help with! As a non-ex-Sci who has been looking for ways that I can get involved in the fight, this is something that I can add my voice to. I will do some research, and start writing letters. I'm a writer, so that's what I do best anyway!
