It's really not hard to invent something and call it New OT IX and X. Who (inside the cult) is going to say it isn't? It's not like there is anything objective that a "completion" has to be able to perform or show. But report on the surface characteristics of Target 2 to C/S pass or whatever? No problem!

A cobbled together joke was put together & sold by the CoS 
ONLY AFTER the FZ started delivering something they called "OT8".
Enough time has gone by ( as in re-do's of CCH's, etc BS ) to where the natives are getting weary of buying the same old shit over & over & over again.
