"Well, the truth is, the California State Department of Drug and Alcohol never granted any residential or detoxification facility license to Prescott, nor New Life Center San Francisco, nor it’s legal entity, Social Betterment Development Company (SBDC), because Prescott never applied for one. During his days as Executive Director of Narconon Northern California, he learned how to skirt the state rules, or so he thought."

California has a long history of unlicensed rehab clinics in operation.. not surprising. Lindsay Lohan, after being ordered into rehab by a judge, checked into the Morningside Rehab in Newport Beach. It isn't licensed, but fully operational. The problem lies with social service agencies vs. the courts & administrative law judges.

By state licensing law, they didn't have to be licensed. However, they were in violation of Newport Beach laws and zoning ordinances... won in in 2009/2010 from the efforts to get rid of programs like Narconon Newport Beach ( closed Feb 2010) ...

Unfortunately, Morningside went under the radar with 5 or less patients per location.. no license required in CA for that. This is a big situation in CA... Glad Newport Beach persisted, made laws and booted them all out

The substance abuse treatment provider is departing after a judge finds the seven facilities violate city code.
Officials with a substance abuse treatment provider said Monday they will shut down their seven Newport Beach facilities following a judge's ruling that the rehab centers violate city code.

Orange County Superior Court Judge Sheila Fell ruled Aug. 19 that Morningside Recovery violated city code by running “residential care facilities” in neighborhoods where they are prohibited, court documents show.

Maybe a stupid question Mary, but was this a NarCONon front? No time for research, seems to point that way but wanted to ask.

Yes.. it was a program under Criminon that also ran a Narconon program component ( and then began selling the Narconon part separately) but it was not run under the Narconon name..

There needs to be criminal charges brought against these guys. These deaths will keep happening until the authorities actually do something to make them ink twice about playing with peoples lives.

The problem with Holly, the angel of interference, and / or others like her --- and I don't know specifically what has become of Holly, hence this is a generality :) ---- is that they get into some 'serious' ethics trouble (maybe) and spend a couple months doing a program and it's over. They can move right along. Unfortunately, not the same for the victims of the insanity and incompetence who lose their lives. :angry:
