Narconon's flagship rehab center on Lake Eufaula has been under investigation ever since three people died at the facility during a nine month time period in 2011 and 2012. Sources tell News 9 the Oklahoma Multi-County Grand Jury will now also be investigating the facility.

The multi-county grand jury will meet next week. What they are investigating is typically kept secret. However, a former Narconon executive tells News 9 he has been subpoenaed to testify.

"I know all the top players personally. I've been with Narconon 13 years, so I know everyone all over the country," said Eric Tenorio, who spoke to News 9 from New York where he currently lives.

Tenorio says sheriff's deputies delivered a subpoena to his home and he has since learned he will be flown to Oklahoma City to testify in front of the grand jury on June 25. He says he doesn't know the specific nature of the investigation, but says he has been working with the Oklahoma Insurance Commissioner's office for months and believes that's what he will be testifying about.

"I've had conversations with Gary Smith and email exchanges with him about setting it all up so that what Narconon does can translate into billing codes," said Tenorio.

State officials and a former Narconon Arrowhead executive have been called to testify before a multicounty grand jury that is investigating the drug rehabilitation facility, where three patients have died since 2011, the Tulsa World has learned.
The Oklahoma Insurance Department confirmed to the World that officials there had received subpoenas to testify before a grand jury investigating Narconon. Insurance Department Deputy Commissioner Paul Wilkening said he is among the officials who have been called to testify.

Deputy Commissioner Mike Rhodes said: “This is an active investigation, and we can’t talk to you about it at this time.”
The facility has now applied for certification as a substance abuse halfway house, defined by state law as one that provides “low intensity substance abuse treatment in a supportive living environment to facilitate the individual’s reintegration into the community.”

“This application is currently being processed to determine whether they meet all applicable standards,” Dismukes said.

Riggs said Narconon Arrowhead is “changing their mission” to comply with the new state law. He said he believes criticism of Narconon and the Church of Scientology is coming from shadowy groups such as “Anonymous.”

“I know how controversial Scientology is and how people say they’re down there proselytizing,” he said.

Riggs said that while “undisputably the theories are based on the writings of L. Ron Hubbard,” those in the Narconon program are free to attend any church they wish.

“There are always going to be a lot of critics, especially among the medical community,” he said.

Nice piece in the Tulsa World today by Ziva Branstetter, who we discussed matters Scientological with in recent days. She confirmed with Oklahoma state officials that they testified to the grand jury looking into claims of insurance fraud against Scientology’s flagship drug rehab center, Narconon Arrowhead.

We broke the news of the grand jury back in June, and we’ve learned that Oklahoma officials presented their case only after about a year of investigation, including trips to Georgia to learn about the Narconon disaster there that also included allegations of insurance fraud.

Branstetter smartly connects Narconon’s grand jury problem with the massive lawsuit filed by the National Association of Forensic Counselors. The suit involves 82 defendants, including Scientology’s leader, David Miscavige.

But the most interesting new wrinkle in Branstetter’s article is news that Narconon Arrowhead has filed for a new certification — as a “halfway house.” Oh, how the mighty have fallen. We need to investigate whether this means that technically Arrowhead would no longer be able to deliver its most vaunted service — Scientology’s Purification Rundown, a risky and non-scientific treatment of five hours in a sauna every day for weeks while ingesting insane levels of niacin.

As we saw in Georgia, having a restrictive license didn’t prevent the Narconon there from flouting state regulation and doing what it wanted to. But these days, with so much attention being paid to Scientology’s drug rehab schemes, it may be tougher for a place like Arrowhead to abuse a state certification.

Also notice that it is now "Private Pay Only." No insurance. I wonder why?

The following words or terms, when used in this chapter, shall have the following meaning, unless the context clearly indicates otherwise:

450:18-13-1. Levels of Care

Facilities shall document the provision of one or more of the following levels of care in policies and procedures. All facilities shall include the requirements found in Subchapter 7, Facility Clinical Records.

(1) Outpatient services;
(2) Medically supervised detoxification;
(3) Non-medical detoxification;
(4) Residential treatment for adults;
(5) Residential treatment for persons with dependent children;
(6) Residential treatment for adults with co-occurring disorders;
(7) Residential treatment for adolescents;
(8) Halfway house services;
(9) Halfway house services for persons with dependent children; and
(10) Halfway house services for adolescents.

450:18-13-181. Halfway house services

(a) Halfway house services shall provide low intensity treatment in a supportive living environment to facilitate reintegration into the community. Major emphasis shall be on continuing substance abuse care and follow-up, and community ancillary services in an environment supporting continued abstinence. Consumers shall participate in a minimum of six (6) hours of structured substance abuse treatment per week.

(b) Each facility shall maintain written programmatic descriptions and operational methods addressing the following:

(1) Environment: The facility shall be a freestanding facility or portion of a related healthcare facility having at least one (1) each of toilet, lavatory, and bathing facilities for each eight (8) residents. The facility shall provide a safe, welcoming, and culturally/age appropriate environment.

(2) Support system:

(A) A licensed physician shall be available, by telephone twenty-four (24) hours a day, seven (7) days a week;

(B) The facility shall have a written plan for emergency procedures, approved by a licensed physician;


(C) The facility shall have supplies, as designated by the written emergency procedures plan, which shall be accessible to staff at all times; and

(D) Specialized professional consultation or professional supervision shall be available.

(3) Staff:

(A) Service providers shall be knowledgeable regarding biopsychsocial dimensions of substance abuse, evidenced based practices, co-occurring disorder issues gender, cultural, and age-specific issues;

(B) Staff shall be knowledgeable regarding facility-required education, training, Unofficial Copy: OAC Title 450:18 67 Effective 07/11/2010 and policies;

(C) Staff shall be knowledgeable about emergency procedures as specified in the emergency procedures plan;

(D) The facility shall have staff members on site twenty-four (24) hours per day, seven (7) days per week;

(E) Staff shall be at least eighteen (18) years of age; and

(F) The facility shall document in personnel records all education, training, and experience stated above prior to the provision of direct care services.

(4) Treatment services. The facility shall have scheduled rehabilitation services to assess and address the individual needs of each consumer. Such services shall include, but not limited to, crisis intervention, therapy, vocational services, case management services, and educational groups.

(5) Treatment documentation:

(A) Consumer records shall contain progress notes which outline any issues related to treatment and services provided. Progress notes shall document
treatment services in a weekly summary to include the following:

(i) Date;

(ii) Specific problem(s), goals, and objectives addressed;

(iii) Summary of progress made toward goals and objectives, or lack of;

(iv) Consumer response to overall treatment services;

(v) Total number of treatment hours and types of services attended for the week;

(vi) Any new problems, goals, or objectives identified during the week;

(vii) List of all service provider providing treatment hours;

(viii) Signature and credentials of the service provider completing the documentation; and

(ix) Consumer's name.

(B) Documentation shall reflect that the consumer works or attempts to find work while receiving halfway house services.

(c) Compliance with 450:18-13-181 may be determined by a review of the following:

(1) Licenses;

(2) Policies and procedures;

(3) Treatment protocols;

(4) Personnel records, documentation of professional licensure, certification or licensure as an alcohol and drug counselor, documentation of professional work experience, ongoing in-service trainings;

(5) Treatment records;

(6) Interviews with staff and consumers; and

(7) Other facility records.

450:18-13-182. Halfway house services, admission criteria

(a) Admission to halfway house services shall be determined according to 450:18-7-21. These criteria shall be a part of the program's written policies and procedures.

(b) Compliance with 450:18-13-182 may be determined by a review of the following:

(1) Policies and procedures;Unofficial Copy: OAC Title 450:18 68 Effective 07/11/2010

(2) Admission protocols;

(3) Consumer records;

(4) Posted public information;

(5) Interviews with staff and consumers; and

(6) Other facility information.

450:18-13-183. Halfway house services, discharge criteria

(a) Programmatic discharge from halfway house services shall be determined according to 450:18-7-121. These criteria shall be a part of the program's written policy and procedures.

(b) Compliance with 450:18-13-183 may be determined by a review of the following:

(1) Policies and procedures;

(2) Discharge assessment instruments;

(3) Discharge summaries;

(4) Continuing care plans;

(5) Consumer records;

(6) Progress notes;

(7) Interviews with staff and consumers; and

(8) Other facility documentation.

2) If people cannot get treatment under their insurance, it strikes me as a hugh limit on their future markets. Not sure how US insurance works, anyone able to shed any light?

I suspect Narconon will also bundle in 'supplementary sauna treatment' with another new front group along with their half way house thing.

Yeah, looks like it will be hard to get customers if they ever get started as half way houses, but your last point was especially interesting....if they try to do sauna and vits and running they will stand out as giving treatment, so the half way house idea looks doomed.

If by some chance they did get started, they will HAVE to use LRH "tech" in order to apply the scam
If they give saunas, etc, they would have to rewrite it all on a fine line of NOT an approved drug treatment, but still a drug treatment. They will have to go against policy to write the stuff. Then again, writing lies is policy.....

If they give saunas, vits, running etc, they will have to be asking for costs the patients will probably not want to pay, for what is really just post-treatment support.

The Multicounty Grand Jury was empanelled in January and just finished its work, submitting a final report yesterday. It listed numerous murders and other crimes that it looked into. And near the end of its report, it had a single paragraph about Scientology’s rehab center:

“The Multicounty Grand Jury heard testimony and reviewed evidence from multiple witnesses concerning allegations of insurance fraud at Narconon Arrowhead, located in Pittsburg County, Oklahoma. No one in a position of authority in Oklahoma seems to want to do anything about the death of Stacy Murphy.

“I can’t believe that. They had mountains of evidence and had to have many witnesses,” a source familiar with the multiple investigations in Oklahoma told us today. “I’m dumbfounded that they aren’t doing something locally, even if something national is starting to happen.”

What our source means, he explained, was that the state may be holding back as it expects a national investigation to take over. He tells us that members of national law enforcement agencies have been taking part in meetings where evidence of wrongdoing at Narconon facilities in Georgia and Oklahoma have been reviewed and discussed.

Are the feds about to get involved? It would be nice if someone made some kind of a decision either way — it’s just as unfair to Narconon officials for these investigations to go on forever without a decision either to exonerate or indict.

A multicounty grand jury's final report recommends continued investigation of possible insurance fraud by a drug rehabilitation facility where three patients have died since 2011.

The grand jury heard testimony from multiple witnesses and reviewed numerous exhibits "concerning allegations of insurance fraud at Narconon Arrowhead," the report states.

The grand jury began meeting 18 months ago in Oklahoma City to hear evidence gathered by more than 100 law enforcement agencies or agency divisions. The jury did not issue any indictments of Narconon officials among its 17 indictments.

"There is still work to be done in this investigation," states the jurors' final report, issued Thursday. "This Grand Jury supports and recommends the continued investigation of these allegations."
