Not from the Sea Org, but there was plenty of "up-lines" meddling with Missions in the 1960s and 1970s; however, Missions were the feeders for the totalist mind-control Hubbard cult of Scientology, and so were allowed relative freedom.
It served Scientology's ends for it to be that way, up to the point when Hubbard decided that it was time to loot the Missions en masse in '82
As for the FZ in the former Soviet Union, that's mostly Ron's Orgs, which is a Hubbard-worshiping flying saucer cult.
