Narconon rejected in Canada, again

Just a few days after a county council in Maryland denied Scientology a zoning change it needed to put in a rehab clinic, the same Scientology entity, Social Betterment Properties International, was denied a zoning change by the Ontario Municipal Board for a rehab clinic it wanted to put into the Canadian town of Milton.

In October, Scientology leader David Miscavige announced to his followers that Scientology would open a new set of “Ideal” Narconon rehab clinics around the world. But three of them — in Australia, Canada, and Maryland — have been denied the zoning or permits they need to open for business. We can’t remember a Miscavige initiative running into this kind of interference in a long time, if ever. We expect that he’ll just redouble his efforts. But in the wake of the film Going Clear, public awareness has reached such a level, it’s getting difficult for Scientology to rely on its time-tested techniques. This is getting interesting.

Town of Milton’s denial of scientology-based facility upheld by OMB

A recent appeal to the Ontario Municipal Board (OMB) to establish a Scientology-based drug and rehabilitation facility on Milburough Line has been denied.

The provincial ruling upheld a decision made by the Town of Milton’s committee of adjustment to deny the application of Social Betterment Properties International (SBPI), to set up a Narconon treatment facility at 7651 Milburough Line. If approved, the facility would have seen up to 10 people at a time receive addiction treatment using “drug replacement therapy” favoured by scientologists, including detoxifying sauna sessions and high doses of vitamins.

“The decision had nothing to do with the validity of the service or the need for it. It was strictly on planning grounds, as it should be,” said Ward 3 Councillor Cindy Lunau, whose ward includes the Milburough Line address.

The decision was, according to the OMB case file, based on the definition of what constitutes a “group home type 2.” The bylaw states this type of facility is to be “licensed, approved or supervised, or funded by the province of Ontario.” It didn’t meet any of these criteria.

An “expert witness” and registered professional planner retained by SBPI, Colin Chung, told the hearing that provincial oversight only applies to traditional treatment and rehabilitation programs and the Narconon program doesn’t fall under that category.

Multiple attempts to reach SBPI and Narconon were unsuccessful.

According to the case file, three other planners testified in opposition, including Town planner Angela Janzen, who argued the municipality doesn’t have the expertise to deal with individual, private group home programs.

Another factor in the OMB’s decision included the appropriateness of the location. Barbara Koopmans, planning director for the Town, told the Champion since that area of Milburough Line is primarily agricultural, it wouldn’t be properly supported by essential services such as municipal water or sanitation.

William Caldwell, a resident adjacent to the subject site, appeared before the OMB addressing similar concerns, including emergency vehicles being able to reach the site quickly, according to the OMB report.

Lunau said residents such as Caldwell deserved a lot of credit for coming together with reasoned and rational arguments such as this.

“It’s not just a NIMBY (not in my backyard) question. It’s truly what is appropriate for the neighbourhood.”

Conservation Halton also commented that the site would be susceptible to flooding.

To top it off, all of these issues were contrary to the Provincial Policy Statement and the Greenbelt Plan.

Narconon’s head office is located in Los Angeles, California. The company has more than 100 locations in more than 30 different countries. According to the Toronto Star, it has been the subject of lawsuits in the United States, filed by the families of three Narconon clients who died at an Oklahoma facility.

Lunau was adamant that no matter why the facility has made headlines, “the only thing I really comes down to is what is good planning.”

Let's see: at least a hundred centres worldwide, capacity 10-20 each, throughput 3 months, payment made $30,000.

One centre with 20 beds and three-month throughput times, fee paid $30,000, will generate an income of $2.4 million a year. And there are 100 world-wide or so they claim. At this point I get lost in billions of dollars. No wonder der Dwarfenfuhrer likes his Narcons.

Not to mention a couple of thousand individuals who don't need more problems in their lives.

[23] Mr. Lee, Ms. Froese and Ms. Pagliuso spoke glowingly of the Narconon program. The Narconon program, however, is not the matter that is before the Board in these proceedings. None of these witnesses addressed the land use planning matters or any of the planning instruments against which the applications for variance must be tested.

[24] While the Board appreciates the time and effort these three individuals took to travel some distance to appear at this hearing, the Board attaches no weight to their evidence.

[46] What Ms. Dion failed to make clear, until pressed in cross-examination, is that the entire agreement and the purpose of the right of entry and inspection is to ensure that Narconon Inc. is using properly the Narconon trademarks.


[47] While enforcement regarding the use of trademarks may be of considerable concern to Narconon International, the Board finds that this license agreement respecting the use of trademarks does not rise to the standard of an operational oversight that could reasonably be construed as being the purpose or intent of By-law.

Scientology’s appeal case to open Narconon in Ontario dismissed

Yesterday, the Ontario Municipal Board (OMB) published their decision to dismiss Scientology's 'Social Betterment Properties International' (SBPI) appeal to open a controversial Narconon drug rehab center in Milton, Ontario. The 17 page decision posted on the OMB's website, declared in detail how all four tests required by the applicant, failed to satisfy the Board for the variance sought.

The proposal by SBPI was to convert a large single-family dwelling into a Narconon drug and alcohol addiction treatment and rehabilitation centre to be operated by Narconon Incorporated (AKA Narconon Canada) - director, Brad Melnychuk.

At the outset of the hearing, the Board was advised that the Proponent wished to amend its application under s. 45(1) to add an additional variance: "To permit a group home for persons requiring treatment and rehabilitation for addiction to drugs or alcohol to be located at 7651 Milburough Line despite it not being "licensed, approved or supervised, or funded by the Province of Ontario under any general or specialized Act", as required by [the definition of Group Home Type 2 in] section 3 of the Town of Milton."

Mr. Chung and Ms. Dion testified extensively on the Narconon program including treatment and rehabilitation phases. Ms. Dion appeared to be taking the Board on a 'Red-Hearing' ride with the license agreement between Narconon International and Narconon Incorporated - stating that "Narconon International had the right of entry and inspection to ensure standards are maintained."

When pressed under cross-examination, the pretense of "inspections and to ensure standards" fell apart and was exposed as false and misleading. Ms. Dion failed to explain that "the entire agreement and the purpose of the right of entry and inspection is to ensure that Narconon Inc. is using properly the Narconon trademarks."

Students and Staff and every component for administration' - UNQUOTE.

IAS Members being regged to the hilt with misrepresentations and presentations that have not
happened as expressed in writing that they have.

These appear to be the Staff and I'll post the Student Uniforms when the story is published ... hopefully tomorrow?

LOL ... I'm sitting here right now looking at photos of the Student and Staff uniforms and what DM is pitching to the IAS.

'Ideal Narconons' even have 'Uniform' sauna shorts and footware for the 'Students' :yes:

Yesterday and this morning I've been talking to an ex-IAS member about WHY?

Is DM going to Reg IAS members to buy giant cases of these items for Staff and Students? Probably.

Will these 'Uniforms' make the Staff seem more authoritive over some of the rebellious Students?

Will it make the 'Indoctrinated' Students feel like they are part of an important group and make it easier to recruit onto staff? Probably.
