The tl;dr paragraph may be:
The November, 2013 CARF accreditation report found Narconon Arrowhead meets many of CARF’s high standards as well as exceeding CARF standards in the areas of organizational management, earning Narconon Arrowhead a 3-year CARF accreditation.
That sounds like Narconon Arrowhead did not meet all of CARF's "high standards." Then again, it appears Narconon Arrowhead did receive "a 3-year CARF accreditation."

CARF is the acronym for the Commission on Accreditation of Rehabilitation Facilities, established in 1966 and providing the service of independent accreditation in the field of health and human services. CARF serves nearly 50,000 programs in more than 22,000 different locations, performing accreditation services for programs in the continents of North and South America, Asia, Africa and Europe. Its mission is to further the quality, value and outcomes of health and human services by means of their consultative accreditation process. CARF further intends to support and enhance the improvement of the services and programs being delivered, thereby enhancing the lives of those people who are serviced.
More on CARF and Narconon Arrowhead

It is the Board of Directors of the Commission on Accreditation of Rehabilitation Facilities who sets the high level standards for treatment programs and related services, standards necessary to ensure high-quality results and truly rehabilitated individuals.

It requires commitment and dedication on the part of a facility’s leadership and staff to participate in and receive CARF accreditation, as it is a complex and lengthy process. It also requires a high degree of willingness to maintain the ongoing efforts to continue to improve the facility’s program, services and delivery.

As with so many of the drug and alcohol rehab facilities, Narconon Arrowhead is dedicated to truly rehabilitating those who come to the center for help. The program itself which Narconon Arrowhead delivers is designed to take the individual through his or her withdrawal from drugs all the way through to providing the person with the tools necessary to remain sober, and to live a productive and drug-free life post rehab.

Narconon Arrowhead is diligent about improving their program delivery and its results. While maintaining a high standard and effective level of self-corrections, the center also finds the consultative accreditation of CARF highly beneficial. The implementation of suggested changes assist the center in ensuring consistent and high standards of service as well as acting to verify the success rate of the program for the public.

CARF Accreditation Report

The CARF accreditation report on Narconon Arrowhead states the facility is set in a beautiful environment making it conducive for clients on the program to focus on the program itself and their recovery.

CARF found that the staff of Naronon Arrowhead to be dedicated to their jobs while consistently maintaining a positive demeanor in working with their clients and others. Because many Narconon Arrowhead staff are graduates of the program themselves, it results in a better understanding of their patients and what they are going through and enables them to offer the needed encouragement and support in getting through the more difficult parts of the rehab program.

It was noted that Narconon Arrowhead has consistently made numerous efforts over recent years in helping to educate the community on the effects of drugs as well as how to prevent drug use and resolve drug addiction. It was also noted that the surrounding community is very appreciative of those efforts.

CARF found the leadership and staff of Narconon Arrowhead to be committed to excellence and accountability, always striving to improve the rehab program and its delivery, seeking to reach the highest possible standards as to achieve the best of results.

Additionally, the Narconon drug rehab program does not end with the client/patient withdrawing from drugs, rather it continues by delivering to those on the program the skills necessary for the person to transition into a healthy and productive future regardless of the challenges presented by life.

Post-graduation from the Narconon program, Narconon program completions are frequently checked-on by staff and encouraged to return if they are needing help in maintaining their sobriety.

Narconon program graduates, (program completions) routinely report the Narconon Arrowhead staff to be caring, encouraging and supportive, enabling them to fully address their addiction. It also enables them to resolve their addiction along with the causes behind it, allowing the person to move forward and into a better future.

The Commission on Accreditation of Rehabilitation Facilities (CARF), is an international, non-profit organizationfounded in 1966 with the assistance of Mary E. Switzer, then U.S. Social and Rehabilitation Services Commissioner. For some institutions, it represents an alternative to Joint Commission certification. Revenue sources include contributions from the International Advisory Council, which consists of entities being accredited.
CARF's mission is to provide accreditation standards and surveyors for organizations working in the human services field worldwide. Among the many areas of practice represented in the CARF standards are aging services; behavioral health, which includes psychosocial rehabilitation and assertive community treatment; child and youth services; DMEPOS; employment and community services; medical rehabilitation; and opioid treatment programs.[1]

Controversies[edit]


In 2012, NarcononArrowhead was under investigation by the Oklahoma State Bureau of Investigation, the Pittsburg County Sheriff's Office, the Oklahoma State Department of Mental Health and Substance Abuse, for the four deaths related to the facility since 2009. Narconon is recognized by the state because of CARF accreditation since 1992.[2][3][4]

I have information on Narconon Arrowhead. I was working there as a case manager when the CARF surveyors came to accredit Narconon. I worked on a project to get case files in compliance with your standards then after the survey the folders went back to the Scientology way of doing it. I reported Narconon for fraudulently getting their certified chemical dependency counselor certificates as well. They used a guy named Kent McGregor. He sells fake CADC certificates to further legitimize Narconon when his PITA Group does not have the authority in the state of OK to issue them. I already mailed you a packet of info and have not heard back. People have died at this facility recently. The integrity of your organization is at stake if you dont investigate this matter further.

Please be advised that CARF considers all reports received concerning accredited programs and conducts further review when deemed appropriate. If CARF determines that an accredited program is no longer achieving an acceptable level of conformance to applicable standards, it may modify accreditation status.

While CARF may review this matter for standards conformance, it does not resolve individual disputes. Accordingly, you are encouraged to directly contact the service provider, state licensing authority and/or your local advocacy groups.

Thank you for bringing this matter to CARF's attention.

Thank you Emily. I have no direct disputes with Narconon. I am concerned that people are dying there and they are fraudulently advertising themselves as certified counselors and using the CARF accreditation to lure unsuspecting people to the program. I believe this matter should be deemed as very important to your organization as there is a lot of media attention in these matters. I speak with attorneys and media people who want to get the full story on what is occurring there and not acting on this type of information can hurt the stellar reputation CARF has. Its up to you guys though what you do or dont do. Thanks for responding. If you have any questions please feel free to get with me at any time.

CARF needs to be relieved of its special status as an alternative accrediting agency.

I would bet the place has joined the Chamber of Commerce, makes donations to various non-profits. They are good citizens.

It will take several body bags coming out the front door before a real investigation is done. If someone walks out & tells stories - well they are druggies after all, you can not trust them.

So it is clean, no roaches and is doing good work.

What is not to approve?

I hope we never have the body bags & I hope it does more good than harm.... that is about all there is to hope for right now.

Fuck CARF. Fuck Arrowhead. They are toast. Lawsuits galore, the lowest client population in over a decade, staff layoffs, investigations, refunds.....I'd hate to be Gary Smith or Kathy Gosselin now.
