Advice on how to reg? Here's some:
Hold an event where everyone in CF is required to attend. Causatively decide, for each attendee, what their next service will be and then crush sell them.
Push whatever buttons you can. If they are having money problems, tell them their next service will key them out so they can then earn MORE money. Don't let anyone leave without getting a check or a credit card number, even if it means taking their food money and half the rent (or mortgage) money for the next month.
Once they're paid, get them onto their service immediately. Take them right down the hall and into the HGC if you can. If they have something urgent to attend to first, that's just a present time problem, right? Handle it in session.
And if all this makes them upset, handle that in session, too. Remember, the EP of an ARC-break handling is to make the PC feel good about being used, not to prevent such a thing from happening in the future.
Once the HGC is full, step back and say, "that's how you do it, now you take over". Get out of there before the stats crash because the public is now totally pissed. (That didn't happen on your watch now, did it?)
Once you've milked the public for all you can, and no one wants to come back under any circumstances, you can apply for the Ideal Org program.

I've said this before but it bears repeating ...
Once when I was at Flag I was all packed and ready to go. A reg took my bags and locked them in a room so I couldn't leave.
I had thought I wished I had the nerve to call the police. But in retrospect, if I had threatened to call the police, they would have distracted me with discussions on why I shouldn't do that, and routed me to the MAA. In other words, they would have handled me instead of me handling them.
But eventually I got out of there, never to return.
