This figure isn't a secret. Unless they changed it, it's one of the stats an org reports each week. "Advance Payments Unused" or "Pre-Payments Unused" or something like that. The INCOMM computer system, that I used every day at the HGB, had available Int stats 24/7, for anyone with a logon (pretty much anyone in the building). By Int stats I mean all the service orgs, including FSO and FSSO, not Gold or RTC.

So any recent defector from that level or above might remember. I vaguely remember the figure being very roughly around $400 million 15 years ago.
