No. I've seen many worse ones. But I've seen many better ones too, so I'd say they're just some mediocre Jazz band. There are hundreds of those, if not thousands.

No, but their choice of costumes suck... banana yellow. You're supposed to feel bright & sunny when you see them. I find it nauseating.
They seem to get alot of business at small venues.
