The period of time when Scientology was growing and expanding, I think was the time when most dissemination was conducted either by, or with the assistance of, field auditors.
You could disseminate to people, and bring them to a field auditor you knew. He could chat with them in his home, maybe give them an intro session, and see how they felt.
Later on, you could bring them to a nearby mission. I got the impression that mission holders were able to take the long view, rather than being hyper-focused on this week's stats. The mission holder saw himself as being there for the long haul. Stats are mainly a guidance to him, he doesn't see himself as being removed because this week's stats are down.
Conversely, the org staff member doesn't have the ability to take the long view, because he can never be sure that he's going to be in that post next week. Especially if his stats aren't up. Whatever stats he leaves for next week, he might not collect. His replacement may grab his investment.
