GLOUCESTER — Police Chief Leonard Campanello and Mayor Sefatia Romeo Theken are happy to announce A New Start, based in Florida, is joining the Gloucester Police Department’s ANGEL Initiative.

“We greatly appreciate the commitment from A New Start,” Chief Campanello said. “Their support and dedication to the program allows us to continue to help all those who walk through our doors looking for a way to combat their addiction get the assistance they require.”

A New Start will offer a full scholarship for intensive out patient care to the Gloucester Initiative.

“Every time a treatment center joins the Gloucester Initiative, it strengthens our cause,” Mayor Romeo Theken said. “We are happy to welcome A New Start as one of our valued team members.”

About A New Start:

A New Start offers structure, accountability and therapy to help participants achieve long-term sobriety while facing real world issues through a 16-week curriculum designed by master’s level clinicians. The organization provides an intensive out patient program, featuring nine hours of group work with certified addiction professionals and one-on-one sessions with a therapist.

Participants receive case management services for job placement, resume building and life skills courses while working to complete the 12 steps program to help achieve long term sobriety. A New Start randomly drug tests a minimum of three times a week as well as breathalyzer clients nightly.

SUMMARY ORDER TO CEASE AND DESIST/ ORDER TO SHOW CAUSE

WHEREAS, the Maryland Securities Commissioner (the “Securities Commissioner”),
pursuant to the authority granted in §11-701 of the Maryland Securities Act, Md. Ann. Code,
Corps. & Ass’ns, §§11-101, et seq. (2007 Repl. Vol. & 2010 Cum. Supp.) (the “Securities Act”),
has initiated an investigation into the activities of Moshe Yehuda Dunoff (“Dunoff”) (CRD
#5898498) d/b/a Intereast Financial Brokers, Gruber and Green, Inc. (“G & G”),
gruberandgreen.com (“G & G.com”), and gruberandgreeninc.com (“G & G Inc.com”)
(collectively, “Respondent”); and

WHEREAS, the Securities Commissioner has determined that Respondent engaged in
violations of Sections 11-301, 11-302 and 11-401 of the Securities Act; and

WHEREAS, the Securities Commissioner has reason to believe that Respondent may be
engaged in continuing violations of the Securities Act.

NOW, THEREFORE, pursuant to Section 11-701 of the Securities Act, pending a
hearing in this matter or until such time as the Securities Commissioner modifies or rescinds this
Order, it is hereby

ORDERED, that Respondent immediately cease and desist from further violation of
Sections 11-301, 11-302 and 11-401 of the Securities Act; and it is further
ORDERED, that Respondent show cause why he should not be barred permanently from
engaging in the securities and investment advisory business in Maryland, and why a monetary
penalty should not be entered against Respondent; and it is further

ORDERED, that Respondent show cause why a final order should not be entered against
him, ordering Respondent to cease and desist from further violations of the Securities Act and
related regulations.

Willful violation of this Order could result in criminal penalties under Section 11-
705 of the Securities Act.

FRAUD IN SALE OF SECURITIES

1. Respondent Moshe Yehuda Dunoff (hereinafter "Dunoff or "Respondent") was at
all relevant times referred to herein, doing business as Intercast Financial Brokers,
and also doing business as Gruber and Green, Inc. with addresses of 3612 Fords
Lane, Apt D, Baltimore, MD 21215, and 2023 W. Oxford Streel, Philadelphia, PA
19121.

2. Respondent Dunoff operated a website entified GruberandGreen.com ("Website")
which offered investment advising and security sales services lo potential internet
customers.

3. The Website held out a ficticious address of "Gruber and Green, Inc., Suite 12,
Floor 24, 311 Florance Av. Evanson Chicago IL 60602

13. Respondent failed lo effect the purchase of the stock for the Investor as promised,
but instead converted the Investor's money and used il for his own personal
purposes.

14. Respondenl failed lo return any portion of Investor's money.

15. Respondenls failed and refused to nofify Investor of the risk involved in the
transaction lhat could result in the loss of the money paid by the Investor, and failed
to inform Investor that the investment would be converted and used for
Respondent's personal purposes.

16. Section I2.F of the Acl provides, inter alia, that it shall be a violation of the Acl for
any person lo engage in any transaction, practice or course of business in
connection wilh the sale or purchase of securities which works or tends to work a
fraud or deceit upon the purchaser or seller thereof.

17. Section 12.G ofthe Act provides, inter alia, that it shall be a violalion of the Acl for
any person lo obtain money or property through the sale of securities by means of
any untrue statement of a material fact or any omission lo state a material fact
necessary in order to make the statements made, in light of the circumstances under
vv'hich they were made, nol misleading.

18. By virtue of the foregoing, Respondent violated Secfions 12.F and 12.G of the Act
and will violate them again if he provides further inveslment advice, or if he makes
any sales of securifies in the Slate of Illinois

Drug abuse and crime often go hand in hand. Perhaps he's remained clean and out of trouble and started to 'give back' by helping others... definitely a guy and his rehab programs to be cautious about.

Narconon claims the medical establishment promotes the disease concept of drug addiction so they can make more money etc. This "A New Start" clinic says it is a disease and it "effects you psychologically". Narconon doesn't say things like that.

(Not to de-rail this thread, but) I have to say that the more I think about it, Scientology's practice of creating supposedly "objective" drug referral websites that then invariably steer people to Narconon is so disgustingly despicable, fraudulent,

and so typical of Scientology in it's cynical manipulation of vulnerable people.

Doesn't this violate consumer protection laws? Have there been any prosecutions? Media coverage?

It's reminiscent of their taking over and subverting the Cult Awareness Network. And their covert recruitment using Craigs List ads.

It is a degree of bottom-feeding that points both to Scientology's demise as well as it's desperation and tenacity.
