I think the answer is found on the LRH taped lecture "Why People Don't Like You" where Ron discovered the mechanism of criticism and missed withholds, to wit:

HUBBARD LAW OF CRITICISM. All criticism is caused by a missed withhold. Except when Ron & Scientologists criticize people. That is caused when a Scientologist misses a withhold on an SP and they pull in the 'gradients of ethics'.

Ha ha ha. I think you're basically right, HH. But reading OT 3 is pretty restimulative, so let's try this undercut first.
