Even in the pre-Internet days, diversion was a very standard tactic. Most Scientology-related letters in the newspaper are astro-turf campaigns.

Wow what a thread. I have not had time to read everything so please forgive me if I am rehashing something that has already been discussed. I wanted to particularly comment on OSA Intel.

I think it is important to look at the different areas of operation of OSA – Intel, PR & Legal. These areas have very different objectives and although there is some coordination, due to the nature of the subjects, most operations run relatively independently by the staff involved, although the senior executive will be aware of all of the operations and how they are meant to achieve an overall objective.

Intel is by its nature covert. The operations of Intel are such that only those with a need to know ever know what is really going on. These people may be aware of their overall plans and objectives regarding an operation, but usually do not have information as to how it all fits into the big picture.

To paraphrase LRH when Intel fails, it becomes a PR matter, and when PR fails it becomes a legal matter and when legal fails it becomes and LRH matter.

The collection of Intel is of primary importance. With Intel one can derail the enemy, set the enemy up or at least be fully aware of any enemy plans so that other actions can be taken to beat them at their own game. One of the key actions in the past has been to run operatives or plants in the enemies space. This was done with varying success in the past on for example a number of “squirrel groups”, particular enemies such as Flynn, Cooper, Wollersheim etc.

The policies regarding Intel are still there, even though the fight has moved to a new ground – the internet. If I were running an Intel operation against the major chat boards such as ESMB one of my objectives would be to get someone on the inside as a web admin, or to get someone to hack the accounts so I could put names and IP addresses to the various posters. Without being paranoid, this is an area that considerable care should be taken in choosing what people have server access.

An important objective in running very successful operatives is that the target should never know that the person was ever a plant. This is different than sending someone in to do a “job” on someone or “black ops” The mole is meant to be completely hidden and real purpose is the relaying of information back to the group. They should not do anything that would make anyone suspicious of their real identity or purpose. They are there to blend in and become the most trusted confidant and thereby get access to the most secret information.

All the time this is being done a profile is being developed of an individual/s or even a group. As the profile is built, one is constantly on the lookout for any incriminating information, or information that could be used to destroy the individual or group or protect ones own group. This information is then used by other Intel, PR or Legal operations while at the same time ensuring that the mole is not exposed.

The best Intel operations bring about the desired objective and none is ever the wiser that a mole was ever in place. This takes careful planning, operation and most importantly expert use of the information garnered.

The key is that Intel is completely covert. Only when Intel becomes overt are there usually sever repercussion on PR and legal lines. Intel is relatively cheap but PR and legal are very expensive to handle. The CoS has numerous historical examples of Intel being exposed and had to suffer the consequences both in the PR and Legal areas.

LRH was a ardent enthusiast of the value of Intel. It was, and I am sure still is, seen to be a primary key to the successful protection of the CoS. Wars have often been one and lost because of good intel. The British cracking the enigma code was a great success that helped lead to the downfall of Hitler. On the other hand look what happened in Iraq due to bad Intel. Or even the Twin Towers because of a lack of Intel.

So it is my opinion based on the policies of the CoS and the past history that there will be a significant effort to up the Intel on those key figures that are perceived by the CoS to be a threat.

Those people on the boards that appear obvious as potential plants or operatives are in my opinion most certainly not Intel. They may be working on a PR front though. Any true plant that is active on this board will do nothing that could be seen to compromise their true identity or purpose. They are there to get into the “inner sanctum”, gather as much information as they can and report back. That is their key objective to collect otherwise secret information. This may include their being “converted” by a critic.

Moles work toward the inside. They must build trust and rapport and therefore will have no problem doing whatever is required to do that. Including being vocal regarding secret scriptures or openly attacking the CoS or even protesting outside their buildings.

Choosing who to use to place as a mole requires careful consideration of the key members that one is trying to infiltrate. They must be real to those individuals, have things that may be in common and should be perceived by the group to be of some considerable value. Furthermore, it is often the case that one will send in more than one mole, neither knowing anything of the other and each may have different objectives.

Other Intel operations may be run on the lines of “black ops”. You all know about those past ones so I will not go into that now. But if we take the enquiry, it could be setting up a mole to be a key figure in any eventual enquiry that could be used to help discredit it i.e. putting someone in with “valuable testimony” only to find out that when questioned by the enquiry that they are thoroughly discredited in such a manner as to bring the whole enquiry into question. If there is no enquiry they may just sit there for a while or slowly disappear off the scene.

Anyway, I am starting to ramble on. The points are:

1)Intel is ALWAYS covert.
2)Intel is part of CoS policy
3)Intel is a key senior executive tool
4)Intel targets against key threats
a)the collection of information
b)the use of subtle disinformation
c)running black ops
d)is part of an overall plan that will include PR and Legal
e)not all Intel will be run out of OSA
f)Intel tries and keeps one or two cut-outs from the CoS. I run someone who, runs someone, who places someone in as a mole. “I” never knows who the mole is or even who their handler is.

For most critics they have nothing to fear from Intel. For others, be careful of whom you let into your inner circle and even then be careful about what you reveal.

The server is "rented" from a large corporation in Texas. The server is protected with IP blocking, meaning only my IP address can access the web server. If I change my IP address I have to advise them of the new IP address before I can access the server.

I've had numerous kind offers from folks to do all kinds of techy work that ESMB has needed over the years, but I've always declined due to security issues. It's no reflection on them, but more an understanding of how OSA operates.

it's NEVER to be called "Intel" (Intelligence), it's always the nice warm-fuzzy "Info" (Information).

Yep you are right on the money on this but as I would prefer to call it as I see it. :thumbsup: Having had my fare share of exposure to running ops, I will say that of any organisation that I have worked in, the CoS definitely takes the subject seriously and uses it as a primary tool in fighting thier perceived enemies.

Wise move, but with Censorship on the way, you may like to find a non-u.s. server.

They now call them Info and Data Analysis Officer.

Unfortunately, this sort of thing gives rise to Oxymorons like "Millitary Intelligence", "happy dave", "trusted bunz" and "OSA intelligence".

You left out "Microsoft Works" and "Religious Tolerance".

plan is best.

1-. Order hundreds of dollars worth of liquor in
Jones's name and have it delivered to his home
to cause him trouble and make the liquor store
owner dislike him.

2. Call up Jones's boss and Bccuse Jones of
being a homosexual.

3. Send Jones's boss evidence of Jones accepting
bribes on his job, with copies to police and local
FBI.

b. General scene: a psychiatrist who has instigated
attacks on the org via police and press.

1. Expose his nazi background to the press with
evidence that he still attends local Nazi meetings.

2. Wake him up every night by calling him on the

attack ASI again, I love ASI."


2. Get copies of the court records where she was
found guilty ol child molesting and send a copy to
the scnool principal, board of education, and a
few school childrens parents.

3. 'Send a male FSM in on her who, after she falls
in love with him, will get her to cove out of the
country with him.

4. Pay ten of her students to write dirty phrases
about her on the schoolroom blackboard.

e. General scene: a local Catholic bishop is causing
many local attacks on the org.

1. Send several FSMs over to the Catholic church
to svear at him in confessionals.

2. Connect him up to abortion end/or pornographic
activities.


J. Write the Pope an anonymous letter stating that
the bishop is really a rabbi under cover.

4. Spread a rumor around town that he's against
air pollution.

To me the documents are undoubtedly genuine. They're not a Manual as such but rather a collection of document seized in the FBI raids on US Churches. They were most probably in someone's Hat Pack (the Drills included would seem to indicate this).

It certainly reads as authentic USGO B1 ie. Bureau/Branch 1 of the Guardian Office = Intelligence Bureau/Branch (later renamed "Information" so it wouldn't scare the kiddies so much).

There is an actual Manual in the archives over on Xenu.net.

Whatever happened to xguardian? Is s/he around? Was he talking 'straight' (or as much as someone bent like that can be )? No offense intended, xguardian. Some people just get bent that way.
