(I mean to say that your point is a non sequitur. You asked why the Osama Bin Laden thing was a big deal to us. And I answered it. Period.)
I'm bowing out of this discussion now as I've answered the questions in which I had an interest. As to the rest, it's getting into a "Well, nyah nyah" political thing and I find such discussions to be...well, Not My Thing.

Most likely, the Russians have been dealing with the terrorists in their own way. The difference between how they deal with it and the US may be that they don't announce to the world when they assassinate the bad guys. I'd put money on a bet that the Russian FSB and SVR do plenty of killing out of sight.

there are TSTO diplomatic protocols. i was given to understand back in october of 2001 that we recognized tacitly rather than explicitly the cultural traditions by which osama could be given haven. in point of fact we learned of his location by way of identifying one of his couriers thus demonstrating that his actions violated the terms of the haven tradition. this now produces many awkward sidesteps publicly between the US and pakistan, but the bottom line is:
we are ok with what pakistan did
pakistan is ok with what we did
