It has some extremely tortured use of Hubbard policy to discredit Cook's ability to understand policy well enough to apply it, that is, instead of putting it on the rack until it vindicates whatever you want it to say.
I'm looking for help from some of you Green on White pundits to point out the abuse of Hubbard's actual intentions.
I'd do it myself but I've developed an allergy.

Church Expansion and Fundraising Activities
Scientologists contribute voluntarily and generously to the Church both for the religious services in which they participate as well as to support the opening of new ideal Orgs and the implementation of large‐scale humanitarian and social programs around the world.
A great number of international Church programs, particularly in the fields of drug education and rehabilitation, raising literacy standards and advancing human rights, are funded by grants from the International Association of Scientologists, which raises donations from its members without regard to their participation in any services.
Scientologists contribute because they want to receive the benefit of LRH’s tech and they want millions of people world over to benefit from it too and thus achieve the Aims of Scientology.
The result of these efforts is unprecedented expansion in the actual delivery of Scientology religious services—an increase of 40 times over previous levels—and the religion now measured in terms of more than 10,000 Churches, Missions and affiliated groups, with millions of members in 167 countries.
What follows are the applicable LRH references in response to specific claims.
1. Soft Sell
These are the specific activities to which SPs object:
Establishing a membership system that enables Scientology to expand technical deliver to the broad Fourth Dynamic
Asking people to donate to the expansion of Scientology.
Establishing orgs that mirror LRH’s standards for Ideal Orgs.
Demanding that orgs expand fast and that they build themselves up to the size of an Ideal Org in a matter of weeks-just like LRH did at Saint Hill in the 1960s.
Upholding an exact standard of technical quality and refusing to compromise for the sake of popularity.
LRH covered this phenomena in HCO PL 7 August 1965, Issue I, SUPPRESSIVE PERSONS, MAIN CHARACTERISTICS OF:
“Soft sell ” is another recommendation of the SP.
And “build it quietly” and “get only decent people” are all part of this.
When somebody is demanding less reach, that person is an SP.
Therefore, we have another characteristic:

Seeking to undermine the expansion of Scientology by spreading false rumors about Church executives in good standing is something that has been pushed by squirrels in the past. LRH faced similar unfounded attacks when he was first forming Dianetics and Scientology orgs. His response in 1953 was as follows:
On the subject of rumors, America sure likes to close terminals with a lot of chatter. In three years, I have never heard a true story in circulation about anyone. What a wild record! Recently so many reports reached me in various ways about Walsh in LA that I wrote some real mean letters in that direction. Further data revealed that not one of these reports I had received was true. How do you break up an organization? You just tell one section of it how bad another section is until it falls apart. Simple?
How do you kill Scientology or Dianetics? Why, just convince everyone that “while the work is all right, Hubbard is — well — “. How do you lose business? They tell your potential students and preclears that “while the subject may have merit, the people who run that associate school –”. Just like many a preclear starts trouble amongst auditors. Auditor A helps him but he tells Auditor B that Auditor A is a dog. Auditor B gets self- righteous and tackles Auditor A. They discover that this pc gave a wrong end-up account of the whole thing.
Should you believe a psychotic 1.1 pc? Or does he cause more trouble if you listen? Should you believe the Great American Grapevine? Believe the Martians have landed, believe that the sun has just exploded, believe that water runs uphill, but believe John Public’s favorite comm line? Never!

I have to build with men and many men are straw. It isn’t a problem of picking the wrong man or the right man. Men are men. Until we make them there are damned few right ones. So stand steady under rumor fire and know there is not and never will be serious competition of opposition except in our own minds.
Stay true to our goals and to truth and we will attain those goals. I think they are worth attaining.

3. International Association of Scientologists
Misinformation and wrong information has been spread on what the IAS is supposed to be.
The IAS did not replace the HASI. They are entirely different entities existing at different times with different purposes.
On March 12, 1966, L. Ron Hubbard announced in HCO Executive Letter that the Hubbard Association of Scientologists International, Inc. had been replaced by the Church of Scientology of California as the senior corporate entity in Scientology. This announcement included that effective 5 April 1966, all of Saint Hill, including the International Executive Division of Scientology, would be under the corporate control of the Church of Scientology of California. This ended the role of the HASI as the senior corporate entity in Scientology.
The International Association of Scientologists is a membership organization founded by individual Scientologists in October of 1984. It is not a management organization, but a membership organization, the purpose of which is to unite, advance, support and protect Scientology and Scientologists in all parts of the world so as to achieve the aims of Scientology as originated by LRH.
As with the HASI, the IAS has annual and lifetime memberships. Beyond that, there are levels of honor statuses to acknowledge the contributions of Scientologists.
Since 1984 the Churches of Scientology have adopted membership in the International Association of Scientologists as their official membership system.
The existence of the IAS makes possible the broad application of Scientology technology to many levels of society and applies for the first time in our history what LRH describes here:
SCIENTOLOGY FIVE:
Scientology applied at a high echelon to social, political and scientific problems. This requires the earlier levels and a high state of training on theoretical and wide- application levels and the personal state of OT.

These programs address fundamental ruins that block planetary clearing. LRH had this to say about the vital importance of these programs to export his technology broadly on the Fourth Dynamic:
Scientology has no interest in the political or social aspects of the various types of drugs or even drug-taking as such. The whole interest of Scientology is concentrated on those who want to ”get unhooked” and “stay unhooked.”
In one Scientology organization at least half of those coming in for processing have been on drugs and this figure is less than that in the surrounding public where it evidently goes to an even higher percentage. Therefore, in 1968 and 1969 research on this as a specialized subject was completed successfully.
Scientologists do not stand ready to punish drug takers or reform a whole society on the subject. But they do stand ready and are active in helping anyone or any government to handle the problem.
Like the Flaming Youth era of the Prohibition 20s, drug-taking will probably also come to pass away as a national pastime. But it will leave a lot of people who wish they hadn’t. The Scientologist can help those. And are helping them right now as a routine duty to the community.

Human rights must be made a fact not an idealistic dream. The very basis of human rights is freedom from false accusations and from brutality and punishment without offense. Somehow, government by prejudice and false report must end in the West or the West itself will end. By bringing about real human rights , perhaps there would be enough cause in the West to be worth fighting for. Somehow society in the West must be revitalized after decades of arduous degradation. It will not be an easy feat. It is very hard to save a being or government who is bent whole-heartedly on self-destruction.

4. Ideal Orgs are Fulfilling LRH’s Intention for Churches of Scientology
The Ideal Org program is about delivering quality of service.
The sole purpose of our Ideal Org strategy is to be able to deliver ALL the services LRH intended to make available to mankind and to do it in an environment conducive to people rapidly stepping onto and moving on the Bridge. And to expand all orgs to a level they can deliver that quantity and quality of service at once.
In lectures and policies, LRH described his vision of an Ideal Org. It is this vision that is now being put into reality, as the following excerpts show:
These are awfully good people in Central Organizations. These are terrific people. At a sacrifice of considerable income and a lot of other sacrifices, these fellows and girls stay on the job and get the job done. One could not render a high enough tribute to them, because it has not been easy and they have done it extremely well. And they’re still there and they’ve still got the show on the road.
And now we’re thinking in terms of new buildings and designing new buildings all over the world. In other words, we’ve kept it there for a long time; now we’re going to keep it there with exclamation points. We’ve even got the designs for these buildings.
Actually, it requires two types of building in one of these Central Organizations. It requires a city building, one that is downtown and rises straight up from the ground to some height. And it requires one out in the country which sprawls all over the place.

And as for obtaining donations directly for the purchase of new buildings, in HCO Policy Letter of 2 December 1968, GUNG-HO GROUPS, LRH writes specifically about it in this fashion:
CONTRIBUTIONS
The most heavily worked-over income point of most civic-minded groups is the obtaining of contributions.
These can be quite sizable.
They do not however, come easily unless the group has a nonprofit status and the patron can thereby deduct it from his income tax.
A group, however, that registers as a charity and is a member of existing nonprofit organizations can obtain contributions.
Governments have been known to contribute large sums to groups.
Contributions should be worked at but should be regarded as an irregular source of income and not counted on for the general running expenses of a group. Rather, they are like an affluence, and major projects are the best use for contributions and the best reason to get them — such as a new building for the group or a new hall, things like that.

6. Actions being taken to ensure technical quality across the broad face of Scientology.
Ensuring that people actually make the grade at all levels of The Bridge is a primary responsibility of all Scientologists. It has happened in the past that quickie delivery has threatened the survival of Scientology. LRH has written about it is the entire Keeping Scientology Working Series. In particular, in HCO PL 26 May 1961, Keeping Scientology Working Series 2, QUALITY COUNTS, he emphasizes:
Clearing is now in the reach of every Scientologist.
Excellent auditor training is now in the reach of every Academy.
. . .
I have made the grade technically in the field of research. Now it’s time to drop all the booboos and nonsense. All you have to do in an org is release and clear people and turn out auditors who can release people and keep in contact with the public and treat them well and you’re over the top.
Right here and right now this policy is laid down in concrete with an atomic branding iron: THE FIRST AND PRIMARY GOAL OF AN ORGANIZATION IS DELIVERING THE FOREMOST TECHNICAL QUALITY THAT CAN BE DELIVERED IN ITS AREA.

QUALITY COUNTS
What makes this standard of quality possible is the existence of a Qualification Division and the ability of Scientology to correct its technical application is what sets this subject apart from any other.
And your next lineup, immediately after your technical, is the point that has been missed in all org charts on this planet and back to eighty trillion years ago. You can’t make a product — just make a product. That is not possible. Times change, things alter. You can’t just say it’s a product. And nobody does, oddly enough, but they don’t have it on their org boards. And sooner or later they neglect it. They’ve got to qualify the product. Got to qualify it. They’ve got to say, “This is how it behaves, and this is what it does,” and then they got to go back and straighten up in the manufacture of the product anything that went wrong in making the product that made it fall down in qualification so that it couldn’t meet the conditions which it was going to be used under. Do you see? So this was an absolutely vital step.

ORG BOARD AND LIVINGNESS
Finally, ensuring the Quality and Purity of Scientology, was entrusted by LRH to Religious Technology Center and Chairman of the Board RTC.
BUT, can a power push against the Church happen again? Well, only if you fail to turn your back on squirrels and demand on-policy actions and HCOB tech in all executives and if you support only those who work to keep Scientology working. My earnest advice is: Only deal with or associate with those organizations licensed by RTC and auditors in good standing with the Church; close your ears to false statements made by bad hats and thus really clear the planet. Only then can such power pushes fail and note that not only every earlier power push but also that this last one did fail. And look at the resulting stats and gains when it all came right again!
