GUARDIAN ACTIVITIES SCIENTOLOGISTS

FSM's who are recruited or volunteer to help the Office
of the Guardian are called GASes (Guardian Activities
Scientologists).

HISTORY

Throughout the history of Dianetics and Scientology
the field Scientologists have rallied to help Ron and
Staffs when the existence of an org or area of Scientology
was threatened.

In 1968 the Guardian Office was expanded and the
utilization began on GO lines of the fund of willingness
and loyalty in the Scientology field.

The name GAS (Guardian Activities Scientologists) was
chosen by the first such group of GASes in London in 1969.

RESPONSIBILITY

There has been some confusion as the status of the
FSM's working on GAS lines an this Policy Letter is
intended to resolve any such confusion and regularize the
position of GAS FSMs.

The making of official GAS FSMs does not alter or
amend any existing policy. In fact the precendent for
utilization of Scientologist publics is established in
HCO PL 1 March 1966 Office of LRH, 'The Guardian'. "The
Planetary Planning Unit works out ways to prevent future
attacks and how to take advantage of situation that will
develop" and later "such planning also handles a public
programme for an etheta area to weaken anti-scientology
propaganda..."

There is no conflict between the same Scientologists
being, at different times of the same day, first an FSM
then a GAS.

GAS's are not to be confused with Div 6 FSM's. While
acting as a GAS the individual is on Guardian Office lines.
Scientologists may wear many hats. It is possible to be a Div
6 FSM at one time of the day and a GAS at another as long
as one is aware of what post and place on the org board one
is occupying.

GASes help Guardian lines.

HCO PL 10.9.72 - 2 -

PURPOSE

The purpose of GASes can be states as "To help Ron
maintain the existence of Scientology, Scientology orgs
and Scientologists".

IDEAL SCENE FOR GASES

Scientology reform activities carried into the society
and observably in use.

VALUABLE FINAL PRODUCT

Dianetics and scientology social projects and
programmes in use in the GAS members area.

WHO IS GAS?

A GAS is invited to join the A/G or a GO terminal,
in his area, sometimes another GAS. He or she is a field
Scientologist who has made case gain, knows that Scientology
works and does not have a history of being a troublesome
source.

FOR THE GUARDIAN PRO

From personal experience (and some mistakes) with
GASes, here is a list of DO's and DON'Ts. This list is
based on personal contacts with GASes in eight countries
and true of all of them.

1. Don't recruit on the basis of reputation or
importance or wealth, or social standing of the individual.

2. Do recruit on the basis of the being and his
reality and willingness to help.

3. Do lead and channel willingness rather than order
and enforce.

4. Never lies to a or "PR" GASes.

5. Do not tolerate or go into agreement with 'out
ethics' in a GAS group.

6. Do not permit GASes to go off source or
disperse on projects which fail to forward the purposes
of Scientology. If such occurs withdraw communication
and power line.

7. Be willing to give and receive communication from
GASes on the subject of their activities as equals.

8. Do not try to hold onto status which has not been earned.

HCO PL 10.9.72 - 3 -

9. Let GASes be right and validate production, regard-
less of any personal likes or dislikes.

10. Don't have favorites or cliques with a GAS group.
Production and help given are your sole criteria.

The GAS who endures and stays with the game, rough or
smooth, is the salt of the earth.

They are valuable people and an important part of the
Church of Scientology.

I recall reading this. Items #3 and #9 certainly seem to contradict present day instructions.

GUARDIAN ACTIVITIES SCIENTOLOGISTS

FSM's who are recruited or volunteer to help the Office
of the Guardian are called GASes (Guardian Activities

HISTORY

Throughout the history of Dianetics and Scientology
the field Scientologists have rallied to help Ron and
Staffs when the existence of an org or area of Scientology
was threatened. [in 1972, it was still the "Communists," but was soon shifted to the "Nazis" when public sentiment against the war in Vietnam grew, and being anti-Communist went out of style.]

In 1968 the Guardian Office was expanded and the
utilization began on GO lines of the fund of willingness

HCO PL 1 March 1966 Office of LRH, 'The Guardian'. "The

In a very short time, Paulette Cooper would find out more about L. Ron Hubbard's sense of humor.]

I understand you added to it,

some of it is just pre-emptive scapegoat policy.

so someone can say oh someone messed up and misinterpreted policy, Ron wrote that to protect you.

As old time Sea Org exec and Class 8 John Ausley once said, "[non-confidential] Policy is mainly cover." "Sometimes cover" is probably more accurate.

There are layers of policy, and layers of Hubbard's instructions to his followers.

G.O. FSMs typically had their folders culled and, especially if on a sensitive op - overseen by a case officer -would sometimes have their expulsion or SP Declare pre-written, just in case they found themselves in a jam and had to be quickly disowned by Scientology.

Of course, the reason for the expulsion or SP Declare would be that they were not following policy or some of Hubbard's other (publicized) teachings. In fact, they were doing exactly what they had been instructed to do, and it was supported by Hubbard's secret writings.

Of course, the G.O. FSMs had no idea how expendable they were considered. They thought they were valuable members of the team. After all, that's what they were told.
