Hubbs is basically saying:

Some people are stupid lazy fucks and can't understand my clearly written policy. They use their misunderstanding of the policy to get out of doing their job or to be more evilly inclined - to stop our forward progress.

So when some half-wit says that a certain policy can't be followed, just grill him on his supposed understanding of policies and you'll find he's a clueless dimwit.. SO kick him in the ass and get on with it.

None of that is to imply that you Kate are stupid or a dimwit, just to make myself perfectly clear.

This policy of course was used by execs to shut people up that did complain about policy not being followed. Not that they bothered to check people out on their understanding of policy, but to just shut them up and get them towing the line to get with the program of getting the stats up. Ah, the joys of being a scilon staff member...

People dropping their religion is probably as varied as opinions...could happen fast or slow but usually after a steady diet of Ron "harrumphing" homo sap and his "civilization". It doesn't take long for one to understand that all history and present society is merely reactive stimulus-response and bank.

Many people don't make any official declaration but are rapidly held up as examples and paraded if some mark worried that their religious views were incompatible with Scientology.

"Scientology recognizes all religions as valid...why just look at Johnny the Jew there... he's a Scientologist and an orthodox Jew."

You get the drift.
