I don't think so. From a purely business standpoint, this is not unusual in marketing circles. It is a reflection that the orgs are suffering from the lack of fresh meat & $$$. Often, companies who are starving for cash flow will rely on old records & lists to market thier services on the premise that the individual may not have wanted the product then, but things might have changed where the individual might me open to purchasing the product today.
Usually, they focus on individuals who have been former clients versus someone that they tapped into via a cold call. The cult is also on a massive mailer campaign as well. A friend of mine who took a Comm Course 26 years ago recently received a telephone call & a pamphlet from the cult.

Back when we were in CofS, my husband always said that he wished they'd just stop the endless "promo" and credit that amount of money to our a/p account.
Also, if you are getting buttloads of their crappy mail, go to USPS (United States Postal Services) website, go to forms, and print form 1500 (Prohibitory Order). This was originally used for unwanted porn mail, but the Supreme Court ruled it can be used against any mailer who does not stop sending you unwanted junk mail. Thousands of people are now using it to get off the Cult's mailing list.
Fill out the one page questionnaire and mail it to the New York Post Office (address on the form). You have to sign the form and attach a piece of their sh*tty mail to it. In about 2 - 3 weeks the USPS will issue a "Prohibitory Order" against them (you will receive a copy), which prohibits the cult from sending you any more mail. It has the same force as a federal court order, and if they violate it, they can be charged expensive penalties. For more info, google "usps prohibitory orders".
My suggestion for those still getting calls is do a little reverse dissemination on these callers. They really need it if they are still in there. And they would be open to it when they call because call-in is not pleasant and no-one volunteers for that job. It is a golden opportunity to reach someone trapped in a cult and let them know the real world is still there and old friends and family are waiting with open arms for the day they make their escape.
Tell them their eternity is not at stake. Tell them the tech in the freezone is standard tech if they want their bridge. Tell them they will be allowed to talk to anyone they choose and to read and listen to any information they want to. Tell them they can once again have their own thoughts and make their own observations without having to do conditions, sec checks or roll-back if they notice something wrong in CoS. Tell them there are lots of friendly people out there who will help with getting started in real life. Oh, btw, did he know that DM is a failed Cl IV prov who has now revised much of the tech that is in use in CoS? Did he know that DM's mansion at Int/Gold base cost $70 million? What is his berthing like? Everyone on the outside gets 2 libs days every week.
Don't waste that phone call!!!! You could save a life with it.
