It's part of the approximately 600 page original 1974 'Information (euphemism for Intelligence) Hat Pack'. It may be part of later similar Hat Packs, but these appear to have been broken up into sections - further compartmentalized - for purposes of cover/security/need to know.
Under "Confidential Intelligence Course" is a 21 page check sheet of items, including confidential transcriptions of long-winded briefings by the Commodore.

It consists of Hubbard's apparently sincere "evaluations" (such as the Jewish banker comment) with occasional interjections of "data" that he wanted others to believe but didn't, himself, necessarily believe. If a person knows how to decode Hubbard, and can keep from falling asleep while reading it, it has some interesting information, provided that one is interested in the first place.
A month later, Hubbard was telling the same people at another confidential briefing about [very real] applied basics of his covert dirty tricks tech, while also telling them about his 2nd wife that he was never married to, who was a Russian Communist spy named Sara Komkovadamanov. Hubbard knew he was fibbing about his erased 2nd wife, just as he knew he was fibbing during another transcribed confidential briefing (this one with a couple of Private Investigators/old Intel types) when he went on about a fight he had in the Navy while in bar - a couple of guys attacked him because he was an officer and he, of course, put them in the hospital, due to his macho manliness and adept Martial arts skills, etc.
Included in this section are clay demos such as, "How the enemy operates in stealing materials by infiltration or by straight breaking entering and theft. Cover all steps..."
And, "Drill: Write up a proposed covert operation using clandestine operations, plants, counter espionage, agents, case officers, cut-outs, secret intelligence operations. Purely on an intelligence basis that would teminatedly handle.................................................."
There are layers of cover for anything of this sort. For example, a very detailed written instruction, complete with illustration, for picking a lock - or for how to case a place, in other words watch it to determine the best time for a break in - if exposed, would be explained as merely a description of methods used by the enemy, the enemy, ideally, being re-shaped (PR) into being whomever one happens to be talking to regards in a bad light. ("We're attacked by anti-religious bigots and we're just protecting ourselves by knowing what they do. We don't do that sort of thing, in fact, have you seen our inspirational video 'What is Greatness?' [with the part where Hubbard gloats about the assassination of JFK removed], and our 'Way to Happiness' booklets?" [written by Hubbard as PR cover when he was in hiding while his wife took the rap for him and was headed to federal prison].
Those "in the know" would be aware that Hubbard confidentiality instructed to USE ENEMY TACTICS, so would understand that a detailed desription of how to pick a lock is just what it appears to be, but even Hubbard's description of how his followers should use enemy tactics is presented in a somewhat devious way with the word "defense" used in a manner which would mislead an outsider.
Lots of lots of "wink wink" and "code" and euphemisms and smoke and mirrors. This is, after all, a criminal organization based on a criminal philosophy wrapped in whatever the target person or public thinks is good. Or at least wrapped in what the general public thinks is good.
IMO, this one statement by Hubbard, located in a highly confidential document, that begins with "LRH Aides Conference 2 November 1969 'Covert Operations' "
And continues, "Alright. This is the 2nd November 1969 and a short briefing with regard our general situation, and it has to do with covert operations..."
And ends 31 pages later with "(Aides: Thank you sir)," and - as with many highly confidential briefings and writings - does not have Hubbard's name attached, is not going to be useful in swaying the SWC.
