U. S. Department of Defense studying Church of Scientology Purification Rundown

that is very interesting - one of the PIs is religiously bound to believe that the detoxification works and who would, in addition face expulsion if she finds that it does not work.

are all the PI's scientologists?

Carpenter is an unknown. He's made public statements that Scientology is not a religion and made other apologetic remarks.

David Carpenter, director of the Institute for Health and the Environment at the University at Albany, is currently conducting research under a grant from the US Department of Defense to see if the “rundown” treatment is effective in reducing the symptoms of Gulf War Illness, a disease found in American veterans of the 1990-1991 Gulf War.

But “we have encountered a lot of opposition to our study here, which is one reason it has not started yet,” Carpenter said.

“I am very aware of the many criticisms of the Church of Scientology, which isn’t really a religion at all.”

Thank you for that point about the Purif being a point of faith. I will include this in my letters to the various IRBs.

It is indeed very troubling that this study passed IRB scrutiny when it reeks of quackery. Hubbard pulled this 'regimen' out of his ass. The board should have seen several red flags right off the bat:

1. Toxins not defined: What 'toxins' are we talking about? Organic compounds? In-organic compounds? Heroin? THC? Nerve agents? If you don't know what the toxins are, how do you know they are 'flushed' from the body? This is quackery.

2. The body stores toxins: What scientific studies verified that this occurs? What is the mechanism that 'stores' the toxin? Hubbard said they are stored in fat cells. How did he know that? Answer: He didn't...he made it up because it 'sounded legitimate'. If the body stores toxins in fat cells then sampling those cells and analyzing them should show the 'toxins'. The notion that toxins from fatty tissue can be sweated out is categorically denied by toxicology experts (See Wikipedia entry for Purification Rundown).

3. Niacin accelerates/promotes purging the toxins: Why niacin? What is the mechanism here? How does niacin 'coax' the toxins out? How about Valeria root? How about Milk Thistle? B-Complex? Vitamin A? Amino-acid supplements? Even more ludicrous is the idea that the flush felt by people taking enormous amounts of the stuff is 'radiation' exiting the body! More pure quackery.

This purif has been debunked again and again and STILL the DoD is spending money on this study! I guess they are grasping at straws since there is no real solution to GWS.

And the results will be based on study participants 'feeling better'. It is highly likely they will feel better just from the exercise itself. But just like auditing, the pc feels better in the short run but are the effects permanent? Are 'toxins' really being purged?

Note that this study is being funded via a side-channel, where the money is directly appropriated by Congress, therefore is not coming out of the DoD's budget. This means they feel less ownership of the funds. In theory this means they will fund some riskier ventures that deserve funding but would have been left out of the regular funding cycle. In practice, much of this blue sky money is wasted from lack of oversight. Sometimes, the payoff on the few projects that do come to fruition is worth the waste (DARPAnet being a prime example), but when it comes to human health research, this model does not work because of the risk of harming human subjects.

I'm disappointed, but not surprised, that they got funding from this Congressional side channel for a "widely used" (Carpenter's own words) regimen - no one took the time to look at the claims.

Thanks for that.

Government appropriations for woo-woo fraud is not uncommon.

My personal favorite is the $60,000 "high tech" bomb detection device put in wide usage against terrorists at security checkpoints. The product is called the ADE 651. It is a magical device with zero scientific evidence or support.

Not only did governments throw away hundreds of millions of dollars on the hoax "Wand", it is estimated that hundreds of lives were lost in reliance on this absurdly ridiculous flimflammery.

96142918.jpg.CROP.article568-large.jpg

From Wiki:

The ADE 651 is a fake bomb detector[SUP][1][/SUP] produced by ATSC (UK), which claimed that the device could effectively and accurately, from long range, detect the presence and location of various types of explosives, drugs, ivory, and other substances. The device has been sold to 20 countries in the Middle East and Far East, including Iraq and Afghanistan, for as much as $60,000 per unit. The Iraqi government is said to have spent £52 million ($85 million) on the devices.[SUP][2][/SUP]
Investigations by the BBC and other organisations found that the device is little more than a "glorified dowsing rod" with no ability to perform its claimed functions. In January 2010, export of the device was banned by the British government and the managing director of ATSC was arrested on suspicion of fraud,[SUP][3][/SUP] and in June 2010, several other companies were raided by British police.[SUP][4][/SUP] ATSC was dissolved on 5 March 2013.[SUP][5][/SUP] On 23 April 2013, the founder of ATSC, James McCormick, was convicted of three counts of fraud at the Old Bailey in London,[SUP][6][/SUP] and was subsequently sentenced to ten years' imprisonment.[SUP][7][/SUP]

The "high tech diagnostic device" actually had all kinds of bells and whistles that did absolutely nothing, such as the credit card-sized plastic "power source' that was inserted into it. There was no power source. LOL.

The perpetrator of this international fraud was (after many years) eventually convicted and sentenced to ten years in prison. Even years after the scam was debunked, the magic bomb detecting wand was still in use by duped governments.

Okay. Here’s a simple statement from the James Randi Educational Foundation. It’s in clear, basic English, plain language, direct and unequivocal. It’s directed to any of the manufacturers, distributors, vendors, advertisers, or retailers of the ADE651® device as described above:

"This Foundation will give you our million-dollar prize upon the successful testing of the ADE651® device. Such test can be performed by anyone, anywhere, under your conditions, by you or by any appointed person or persons, in direct satisfaction of any or all of the provisions laid out above by you.

No one will respond to this, because the ADE651® is a useless, quack, device which cannot perform any other function than separating naïve persons from their money. It’s a fake, a scam, a swindle, and a blatant fraud. The manufacturers, distributors, vendors, advertisers, and retailers of the ADE651® device are criminals, liars, and thieves who will ignore this challenge because they know the device, the theory, the described principles of operation, and the technical descriptions given, are nonsense, lies, and fraudulent.

Prove me wrong and take the million dollars. I am James Randi, citizen of the United States of America, resident in Fort Lauderdale, Florida, and thoroughly identified through the James Randi Educational Foundation described at [url]www.randi.org[/URL]."

Is there anything that removes hubbard from the brain, something like The Brain Bleach Rundown ... lol.

If only there were. All the short intelligent comments on message boards are the best antidote to start taking!

The harshest critics turn out to be the best critics, I've concluded.

FOIA DOCUMENT INVENTORY
Sauce: https://www.muckrock.com/foi/united...-scientology-detox-program-18128/#comm-179624

BOLD RED items are especially juicy (IOW... where I CAME!)

FOIA Response Letter
Where they tell me what I did or did not get.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/Response_Letter.pdf

11 GW093066_proposal_pr APPLIED
The original Research Proposal for grant money received September 9, 2009. Lots of scilon propaganda dirt to be found and debunked on how they spun this program for funding scam.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/11_GW093066_proposal_pr_APPLIED.pdf

16 GW093066_QuarterlyReport_1 APPLIED
First quarterly report for the period October 1, 2010 to December 31, 2010. The painfully slowwwww launch of getting their program up and running begins! Problems abound at this point, but never fear!! They will take a few more years of haphazardly attempting to do what they claimed they could do with lots more “serious roadblocks” popping up at each major step the proposal made sound so simple. Imagine that!
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/16_GW093066_QuarterlyReport_1_APPLIED.pdf

17 GW093066_QuarterlyReport_2 APPLIED
Second quarterly report for the period January 1, 2011 to March 31, 2011. Expectations to start soon are still high, roadblocks we continually hear about for a good long while get mentioned, and Carpenter hasn’t yet shown his mad skillz at being a whine-y bitch.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/17_GW093066_QuarterlyReport_2_APPLIED.pdf

18 GW093066_QuarterlyReport_3
DRAFT (?) third quarterly report for the period April 1, 2011 to June 30, 2011. Here we see definitely signs that not all is well with the cult’s sneaky backdoor scam to get their purification ritual legitimized at the government’s expense. This states “After a 6 month period during which time we obtained IRB approval which was subsequently withdrawn, the human subjects review board at the University at Albany decided that it lacked sufficient expertise to review the proposal.” DO WANT more info on this. How convenient Uni of Albany is a state funded school rather than a private institution that can be tapped for more dox via open record requests! ( /bigsmirk )
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/18_GW093066_QuarterlyReport_3.pdf

18 GW093066_QuarterlyReport_3 APPLIED
Finalized third quarterly report for the period April 1, 2011 to June 30, 2011. Not sure why I got two copies of this, but “APPLIED” on the filenames seems to infer approved/updated elsewhere. Can anybody spot any differences between the two copies? (I didn’t get that far yet)
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/18_GW093066_QuarterlyReport_3_APPLIED.pdf

19 GW093066_QuarterlyReport_5 APPLIED
Fifth quarterly report for the period October 1, 2011 to December 31, 2011 dated January 2012. Perhaps “APPLIED” on the filenames doesn’t mean what I think it does? Carpenter is starting to get his whine on regarding the “serious roadblocks” that will impede his scientology kool-aid inspired pipedream for several more years.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/19_GW093066_QuarterlyReport_5_APPLIED.pdf

09 GW093066_10-1-1004 Oct 2011_1st Annual APPLIED
October 2011 Annual progress report. Here we learn things are not going as planned. “University at Albany IRB would not complete their review of this program. They stated that they did not have
adequate expertise to review the proposal, and they recommended use of a commercial IRB. This plan was approved by the University at Albany Vice President for Research, who agreed to cover the costs of such a review, and Chesapeake Research Review was selected.” Also, the Army wants the FDA to weigh in. Cold feet much? I think so. And I plan to chase these loose ends further.
https://muckrock.s3.amazonaws.com/f...066_10-1-1004_Oct_2011_1st_Annual_APPLIED.pdf

20 GW093066_QuarterlyReport_6
Supposedly, the “fifth” quarterly report for the period October 1, 2011 to December 31, 2011 but it is dated March 2012 and dumbass already reported this quarter above. However, this is 3months later than the version above and possibly suffering from sloppy copypasta since the filename is 6, not 5. Anybody spot any other differences? (I haven’t gotten that far yet).
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/20_GW093066_QuarterlyReport_6.pdf

20 GW093066_QuarterlyReport_6 APPLIED
Again with the supposed title of “Fifth quarterly report for the period October 1, 2011 to December
31, 2011 but dated March 2012 and the filename indicated this is the updated/finalized version of the 6th report. Carpenter can’t do maths very well? OR, is he just burned out from never-ending roadblocks and his failure to find 50 candidates who fall for doing Scientology’s purification ritual. I wouldn’t be surprised either way after seeing what a sloppy program he runs in the site assessment he’s nailed with later on.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/20_GW093066_QuarterlyReport_6_APPLIED.pdf

21 GW093066_QuarterlyReport_7 APPLIED
Seventh quarterly report for the period April 1, 2012 to June 30, 2012. Whew, Carpenter can manage to count to 10 AND chew bubble gum without breaking out his crayons. So the last report was probably suffering from copypasta mistakes on the title and time frame. Here we see the delays are beginning to take a toll because it states “We have finally obtained sign off by the University at Albany Human Subject Board, who had refused to do the review. Because of the delay in obtaining IRB approval the person we had hired to serve as the Project Coordinator has taken another job, and so we had advertise the position again…” I thought the Uni was cut out of the picture once they paid the commercial IRB to get onboard, but I guess not.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/21_GW093066_QuarterlyReport_7_APPLIED.pdf

02 FY09 GWIRP Carpenter QuarterlyReport_9 APPLIED
Quarterly progress report for the period October 1, 2012 to December 31, 2012. Notes their painfully slow progress at getting the necessary approvals to start. This is dated January 2013 and I’m not why we skipped report “8” for July-September, unless my order of dox is tripped up.
https://muckrock.s3.amazonaws.com/f...GWIRP_Carpenter_QuarterlyReport_9_APPLIED.pdf

10 GW093066_10-1-1004 Oct 2012_2nd Annual APPLIED
October 2012 Annual progress report. By this point, they have the required changes to their protocol, forms, etc. submitted for approval. Items later found deficient when the Army does an official site assessment. You would think they would have gotten this shit right after getting hammered on to the point of yet another delay. But no, sloppy study is sloppy even though this report was filed early.

FOIA DOCUMENT INVENTORY CONTINUED

01 FY09 GWIRP Carpenter GW093066 QuarterlyReport_10 APPLIED
Quarterly progress report for the period January 1, 2013 to March 31, 2013. More bawling about “serious road blocks” preventing them from starting the study.
https://muckrock.s3.amazonaws.com/f...enter_GW093066_QuarterlyReport_10_APPLIED.pdf

03 FY09 GWIRP Carpenter QuarterlyReport_11 Jul 2013 APPLIED
Quarterly progress report for the period April 1, 2013 to June 30, 2013. Shows they’re still holding onto the delusion that will get 50 GWI veterans willing to do this crazy cult shit.
https://muckrock.s3.amazonaws.com/f...enter_QuarterlyReport_11_Jul_2013_APPLIED.pdf

04 FY09 GWIRP Carpenter W81XWH-10-1-1004 Quarterly Report July – Octob
Quarterly (supposedly final) progress report for the period July 1, 2013 to October 26, 2013. Boo hoo, they still can’t start because DOD is reluctant to sign off and their patience is exhausted.
https://muckrock.s3.amazonaws.com/f...rterly_Report_July_-_October_2013_APPLIED.pdf

12 GW093066_Quarterly Report_13 APPLIED
Quarterly report for the period October 26, 2013 to January 25, 2014. More bawling about funds not being available being a problem. In addition, we see passing mention being made of “other funds” being used that will need to be repaid. Hmm… so, who was covering the costs while the DoD drug their feet? Perhaps the ohhh so fabulous Brandy Zadrozny from Daily Beast will find out for us if/when she does her follow up story on this fiasco of government money wasted on such a farce.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/12_GW093066_Quarterly_Report_13_APPLIED.pdf

07 GW093066_10-1-1004 Dec 2013_3rd Annual APPLIED
December 2013 Annual Progress Report. This was supposed to be the final report on the study, but due to all the delays they haven’t even officially started yet and they mention they will need to request a no-cost extension to perform the study as originally proposed.
https://muckrock.s3.amazonaws.com/f...066_10-1-1004_Dec_2013_3rd_Annual_APPLIED.pdf

13 GW093066_Quarterly Report_14 APPLIED
Quarterly report for the period January 26, 2014 to April 26, 2014. Notes they are still waiting on the remaining funds for the years 2 and 3 from the DOD, but we have utilized other
funds to begin recruitment. It appears they figured since they printed the recruitment brochures on their dime, they didn’t have to follow the rules and have it approved. Because a later site assessment raised the issue that they were using unapproved recruitment dox not shown to the IRB. How scientological – the rules don’t apply to us; we’ll do this program just like any other purif center!
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/13_GW093066_Quarterly_Report_14_APPLIED.pdf

14 GW093066_Quarterly Report_15 APPLIED
Quarterly report for the period April 27, 2014 to July 27, 2014. More delicious tears about remaining funds not handed over with mention that the poor vets being put through this pseudoscientific confabulation of woo get paid $2k to potentially harm their livers with Niacin overdoses that make them sweat gross purple ooze while they endure the toxic shits caused by exceeding FDA recommended allowances on nutritional supplements. By this point, Carpenter deserved to bitch slapped for being fooled into legitimizing this cult scam.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/14_GW093066_Quarterly_Report_15_APPLIED.pdf

05 GW093066 Quarterly Rpt (July-Oct 2014) Rpt _16 APPLIED
Quarterly report for the period July 28, 2014 to October 27, 2014. Out of 40 GWI vets contacted, they only managed to recruit 7 people to get paid $2,000 to do the damn thing. Stats crash much? Also whining that they didn’t get all of the money yet. More DoD feet dragging! Bahahaha!
https://muckrock.s3.amazonaws.com/f...arterly_Rpt_July-Oct_2014_Rpt__16_APPLIED.pdf

06 GW093066 Quarterly Rpt (Oct 2014-Jan 2015) Rpt _17 APPLIED
Quarterly report for the period October 28, 2014 to January 27, 2015. Whelp they finally got the rest of the cash, but after 5+ years only 10 Gulf War Illness veterans are in various stages of completing the program. They take the time to brag about the glowing success stories being gathered on that unapproved form and mention that they have such a hard time recruiting participants they had to go out of state. But never fear, a “local church” (/cough) is putting the out of state vets up in FREE housing. Scientology conflict of interest much? Wonder how many vets end up on course at that ‘local church’ ???
https://muckrock.s3.amazonaws.com/f...rly_Rpt_Oct_2014-Jan_2015_Rpt__17_APPLIED.pdf

08 GW093066_10-1-1004 Dec 2014_4th Annual APPLIED
December 2014 Annual progress report. Also noted as “final” but they’ve barely started by this point because “The final approval from DOD came literally at the end of the 3-year grant period.” Lots of delicious tears to chuckle over in here, because even though they finally got that last approval it didn’t come with the rest of the cash. Lulz!

24 Award No W81XWH-10-1-1004 Site Visit Notification APPLIED
Letter date February 2015 with the official notification that a site visit for assessment of protocol compliance was paying the Severna Wellness Center a long overdue visit.
https://muckrock.s3.amazonaws.com/f...0-1-1004_Site_Visit_Notification_APPLIED_.pdf

22 A-16131 Dr. Carpenter _Gulf War Illness - Evaluation of An Innovati
This is the first of several documents discussing the 26 March 2015 Site Visit and Assessment of Protocol Compliance for, “Gulf War Illness –Evaluation of An Innovative Detoxification Program.” This email is dated April 02, 2015 and just confirms the visit was done, and mentions that the final payment for this grant was held pending the outcome of this site visit assessment. Ohhh to have been on fly on the wall during that parade!
https://muckrock.s3.amazonaws.com/f...n_of_An_Innovative_Detoxification_Program__Si

15 GW093066_Quarterly.Report_18 APPLIED
Quarterly report for the period January 28, 2015 to April 29, 2015. Oh look, they are still making the claim that the program will study 50 GWI veterans yet only 18 have started the program by this point in time. So Carpenter feels the need to once again lavish praise the “local church” that is providing housing for out of state vets. He also mentions that the program was site-visited by a team of six
persons from the DOD on March 26, 2015. More on this lulzfest of FAIL later.

23 A-16131 HRPO Site Visit Assessment Final Report (Proposal Log Numbe
An email dated May 11, 2015 with the subject: A-16131 HRPO Site Visit Assessment Final Report. This seems to confirm minor details about how the site visit process works and notes next steps. It appears the following “Attachment” dox were attached to this. Good to see the Army took a month to compile their findings and aren’t running a slapdash operation like the study itself appears to be run.
https://muckrock.s3.amazonaws.com/f...oposal_Log_Number_GW093066_Award_Number_W81XW

Attachment 1 GWI Protocol 6 10 15 APPLIED
HEAVY DUTY dox here. This is 100+ pages of the revised version of the official protocol, with the recommendation changes included to address the deficiencies noted in the site assessment final report. Date stamps in the page footer indicated this procedural spec was first written February 2014, then revised at the end of August when their serious roadblocks turned into approval and funding nightmares, and revised yet again in June 2015 because shit wasn’t been done according to clinical standard. Somebody who knows how the cult does purif delivery could tear this apart, I bet. Hmmm…. Chris Shelton, former sea org purif overlord guy who was quoted in Brandy’s Daily Beast story, has been pinged with that idea.
https://muckrock.s3.amazonaws.com/f...Attachment_1_GWI_Protocol_6_10_15_APPLIED.pdf

Attachment AAR for Site Visit to Severna Park 26 MAR 15_Final APPLIED
This is the official site assessment report dated April 22, 2015 listing all the issues needing fixed and reposted on scribd for Ortega’s blog when he broke the story. Carpenter had 30 days to fix his shitty program and respond in writing.
https://muckrock.s3.amazonaws.com/f...t_to_Severna_Park_26_MAR_15_Final_APPLIED.pdf

25 B A-16131 PI Response to Site Visit Recommendations, Proposal Log N
Email dated July 2015 re: Carpenter providing the official “Response to Site Visit Recommendations” to clean up his shady practices. Seems he got the required 30-day response in at the last minute, on the day of the deadline.
https://muckrock.s3.amazonaws.com/f...dations_Proposal_Log_No._GW093066_APPLIED.pdf

Attachment 4 DOD Response APPLIED
This is a half-assed cobbled together copypasta mess of the issues raised in the site assessment report and Carpenter’s required response in dark red. Also mirrored on scribd when Ortega updated his story.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/Attachment_4_DOD_Response_APPLIED.pdf

Attachment 3 Carpenter Protocol Revision Approval Notice Jun1015 APPLI
The one and only document from the IRB included in my disclosure, which I find highly suspect. Surely, there is more like this on older issues in the file that I didn’t get. (I’m going to test that theory with another FOIA request.) Anywho, this is the review board’s approval of the late game changes Carpenter had to make his purification ritual protocol (see HEAVY DUTY dox link above) to skate past the site assessment issues.
https://muckrock.s3.amazonaws.com/f..._Revision_Approval_Notice_Jun1015_APPLIED.pdf

Attachment 2 FORM_A 6 10 15 APPLIED
This appears to be another corrected item from list of unapproved study document problems identified in the site assessment report. The title is: Initial Telephone Contact and Pre-Screening FORM A and it’s the recruiting step for screening potential participants over the phone. Sure do wish we’d get some input from vets who declined to participate once they were told they would have to give up their much-needed prescription meds during this screening.

Lulz!
https://muckrock.s3.amazonaws.com/f...066_10-1-1004_Dec_2014_4th_Annual_APPLIED.pdf

More on this lulzfest of FAIL later.
https://muckrock.s3.amazonaws.com/foia_files/2015/09/10/15_GW093066_Quarterly.Report_18_APPLIED.pdf

Bump for updates!

There is a bunch more work done over on WWP as far as digging into the FOIA dox on this study, debunking that shi- and preparing future ammo for harpooning additional funding on this front.

I've also filed a few more related FOIA requests in pursuit of the loose ends in my original disclosure. You can see those here: https://www.muckrock.com/tags/clinical-trial/
