As to the black market... I was thinking that steps are being taken in the direction of incorporating Earth in the galactic community, and if that happens, then there would be an "official" OT levels bridge to offer, and I don't know what those might be. Will Bill Robertson OT levels be there? Materials from "The Pilot"?
