When did Cof$ start issuing declares on Goldenrod (colour) paper ? Why was this specific colour chosen ??
 
Probably in the late 70s or early 80s. I was Mimeo Officer in a Class IV org at the time. Elron was hiding/sedated at the time so no Source material was coming down the lines. A Board of Directors released Board Policy Letters (BPL) and Board Tech Bulletins (BTB) which could only be printed in green or red on buff coloured paper. Most of these were signed off by David Mayo, who was burned at the stake by the Young Turk uprising shortly afterwards. This was the time that the policy of printing non source material on different coloured paper was implemented.

As a colour Yellow shines with brilliant happiness, but desaturated and made sort of murky it has the opposite effect, it's like jaundiced skin. Goldenrod colour is a sick colour, it creates a bad emotional response, and I think that's why it was chosen.

You know, I vaguely remember this. All the divs on the "org chart" had their own colors for their orders or missives or whatever. LCon was the only one who could use white. I seem to recall blue being assigned to Div 6 (I may be imagining). Div 1 had that nasty goldenrod, and since they issue all ethics orders, that's how that happened. Mine (issued in 83) was on that color.

My Admin Vols are buried in a garage at my ex's house, so that's pretty inaccessible...

Every Division has its color. Goldenrod is HCO's color. Proclamations from HCO are issued on that color paper, even if it's not a "declare" order.

I wish people would remember that LOTS of Exscn members were 'never in', do not have automatic understanding of Scilon speak.

The first division is the Hubbard Communications Office – so named because its main functions were originally part of L. Ron Hubbard’s office in the early days of Scientology. This division establishes, which means literally, keeps the church operating. Here, Department 1 provides new staff and ensures they get hatted for their church positions. A hatted staff member is one who is able to competently perform the specific functions of his position.

This thread reminds me of a time when I was in my local org's courseroom and the supervisor asked me to help a student who was looking lost.

When I asked him what was wrong, he said he wanted to know why the technical bulletins were written in red ink.

I told him that red was used for tech and green for policy.

He asked why.

I said that it was just what Hubbard decided to do.

He again asked why.

I suggested he may be attaching too much significance to this subject and I handed him back to the supervisor to deal with.:duh:

From Wieber on OCMB;
"There are seven divisions in a scientology 'org' (actually there are 9 divisions now and I'll get to that shortly.) Each division has a flash color, which corresponds to that division. Policy requires that communications from divisions be on the color paper corresponding to that division. The only real compliance to this occurred when HCO (Hubbard Communications Office), Division one, issued ethics orders and declares. Division one's paper color is goldenrod. Sometime while I was away division six had each of its departments expanded into a division. These are division six a, division six b and division six c."

Strangely enough, the colour flash system PL was not part of the Mimeo Officer hat pack. I would have known about it because I chose to be the most KSW staff member that ever there was. Inter Org comms were always printed black on white, and this included Comm Evs and Declares.
