I've speculated (in bold, underlined and emphasized) for the last couple of years that the 'Church' is pursuing an 'escape' philosophy.

What I see that leads me to this is:

The 'Church' has attempted to extricate itself from legal battles and avoid new ones.
The 'Church' is trying to avoid as much visible 'Fair Gaming' as possible, especially with regard to non-Scientologist critics. The glaring exception to this has been its reaction to 'Anonymous', but, this may be more of an 'emergency' reaction, as opposed to actual strategy.

What I think anyone can see is the increased regging for the 'Basics', but, also for anything else likely to bring in cash; increased offloads and declares; a drastically shrinking Sea Org.

At the same time, Scientology is coming under increased public scrutiny, up to and including possible law enforcement interest and (hopefully) investigation.

What it may mean, taken all together, is that the 'Church' sees dissaffected Scientology 'members' as a potential liability and is going out of its way to get all but the most fanatical and docile 'members' to leave voluntarily, thus reducing the potential for internal dissent, while at the same time grabbing all the cash possible, with no regard for future revenues.

Possibly, the 'Church' sees itself in a race against prosecution and is attempting to prepare for either a flight, or, probably more desireable, a much smaller 'core cadre' that can exist in a 'fabian' mode, with less public scrutiny.

But, I think a lot of the Incredible Shrinking Cult gambit is to get people to leave voluntarily, thus reducing the possibility of the 'Membership' deciding to throw Davey and the Henchmen to the wolves to save the 'Church'.

Interesting theory, Zinj. I think that's a contingency plan, and not the major plan (which would be to keep the racket going), but you may be right that the contingency is being operated on by the higher ups, while the lowers are continuing to "keep the show on the road".

Interesting theory. If the heat in the US gets too, er, hot, perhaps there is a back-up base lined up. Somewhere in a 'friendly' country where they don't ask too many questions about the 'right' sort of people. People with large carpetbags.

I expect DM already has a complete list of countries that don't have an extradition treaty with the US.
