You've got to be kidding me. CO$ "tech" is next to useless. The Agency has a lot more effective techniques developed by people with actual degrees and the brains to back the paper up. Evil people, maybe, but a hell of a lot smarter and less delusional than Hubbard. This is exactly why the KGB never responded to Hubbard's overtures. Those bastards tried anything they thought would work, and even a few things that obviously were tinfoil hat material.
Sec checks are a normal part of having a military security clearance at any level, even back in the 40s. Hubbard got the idea from the Navy, not the other way around. When he wussed out of active surface combat after getting his wrist slapped for attacking Mexico, he applied for a military government assignment that would have prepared him for being a military administrator in occupied Germany or Japan, and he would have been sec checked heavily for that.The US didn't use anyone who had a hatred of those 2 cultures* for the military government because they didn't want to repeat the mistakes of The Treaty of Versailles.
* Note that the USMC did the lion's share of the fighting against Japan, but no Marine units were used as occupying forces in the early years - they were sent to China for peacekeeping. Because they fucking hated the Japanese - with good reason. Read E.B. Sledge if you want to understand their hatred. The US government has bumbled in a lot of places over its history, but it got the occupations after WWII right.
