All this is most true when applied to a Scientology Public, Staff or Sea Org.
If it is not written, it is not True. Policy, however, is designed specifically to allow management to run things effectively. As such, Policy was never intended to apply in the same way to LRH or his successor DM. Senior member are allowed great discretion in running things. RTC is the arbiter of Policy and DM is the Chairman of the Board. DM has the right, and the authority according to both LRH and Policy to practically do whatever he damned well chooses to do.

And as long as Staff and Public (and even critics) allow him to do it, he will continue to do so.

If anyone actually HAD enough confront to remove or replace DM, then it would have happened by now. Maybe it could happen some day. But right now DM is LRH's hand-picked successor (according to DM).
