IAS: The Rise and Morph Of The Finance Police (conclusion)
Reynolds was especially suited for the role he played as “Dictator/Pawn in the Mission Holder’s Kristallnacht. I won’t retell the story here as the eyewitness accounts and docs are easily found on the Net. However, having personally known and interacted with Reynolds, I can say…and have previously on ESMB…that he was cut out of the same cloth as Marty, The Luther. He was around 6’ 4”, physically strapping with the demeanor and face of a young SS Officer. IIRC, Reynolds had a very good college education. He was a very talented, experienced and well trained athlete. He was quite articulate, mentally quick and obviously well educated.
Like Marty, Reynolds was hyper-aggressive, used his physical stature to crowd and cow others and was always “on guard” and “on point”. If you had something you just wanted to talk to someone else about and “hash out” a little, Reynolds was the last person on earth you would go to. He was someone that you would never ask for help because you already knew he just didn’t F’n care about you at all. What Reynolds cared about was Reynolds, his “position”, his “stature”, his skin. He had all the answers and he made damn sure you, and everyone else, knew it. Reynolds had also been in the GO Finance Bureau and he was posted as the "Finance Dictator" I thought “oh shit”.
Whereas the FBO positions had been all about getting money out of Orgs and into Pers Accounts and SOR, the Finance Police was all about getting money from anywhere and anyone in the Scn Empire into Pers Accounts and SOR. As I wrote earlier in this series, the Mid ‘70’s on was El Ron’s “Era of Gold” (the costume adorning Hisself in the great pic that Jachs posted yesterday in this thread says it all!).
The “success” of the Power of Source Album emboldened El Ron even more in dreaming up ways to make money. Hisself had built a system that had built a base of Orgs and Missions that had built Fields that were there to be plundered. El Ron, The Greedy began to devise ways to “cut out the middle man (Orgs and Missions)" and get money directly into the highest priced and higher profit margin part of Hisselfs operation--the SO and Flag in particular. Power of Source showed El Ron that there were big bucks out in the Field that could go directly to Hisself’s pocket for “New Breakthroughs and Products” and the “Dianetic Clear” Bulletin brought a flood of fresh faces and money to the AO’s and Flag for services for the most profitable services at the highest profit margin Orgs.
One of the most valuable net effects of the Mission Holders sending so many Staff to Flag for Training, and so many of their Field going to Flag for Services--especially after the “Dianetic Clear” Bulletin and Knots--was that the “Stars” of the Mission’s Staff and Public became Flag Public and got “connected up” with Flag and Key Personnel there and willingly walked, if not ran, deeper into the trap that would be soon sprung .
In ’82, with the GO out of the way, El Ron and Hisself’s CMO Children of the Corn (COC) had a direct pathway to plunder a huge treasure chest, the Missions and their cash-laden reserve accounts--which were there not because the Missions were being greedy, but because they were following to the letter the Policy for Mission Accounts.
While the COC were ruthless little monsters and would do anything El Ron asked of them, they were mostly poorly educated and Scn “Tech & Admin Policy” illiterate kids. Certainly El Ron, even in Hisself’s incessantly increasing delirious and addled state knew this and made sure that DM assembled a gang of pedigree SO thugs to pull off the Mission Holder’s Kristallnacht. The lynchpin needed to successfully raid the Missions of every last dime possible was someone that was an adult, had an education, new Scn Tech and Policy, knew finance and accounting Scn style and was as ruthless and crazed as the COC. In all the SO there was no one more well suited, qualified and experienced to be the “Finance Dictator/Pawn” than Wendell Reynolds.
The Mission Holder’s Kristallancht was such a “success” because the Finance Dictator/Pawn expanded the focus of the Finance Police operations directly into the Field. The Finance Police had included Major Field Auditors and Field Auditor Groups in the tightly coordinated “Shakedown” to bring the Mission Holder Stars into the fold of the “Era of Gold”.
With the GO and Mission Holders out of the way and Senior “Management” of Scn consolidated under the CMO there was no longer any buffers or layers of structure and procedure between Field Scns and El Ron’s COC. If you wanted to “Play” as a Mission Holder you had pay-up and follow the new “Rules” of the game that were being “reinterpreted” and made up “on the fly” by the Finance Dictator/Pawn and CMO COC. In a matter of months multimillions of Dollars were raided from the Missions and siphoned off for Pers Accounts (LRH Personal Accounts) and SOR (Sea Org Reserves). The Finance Dictator/Pawn had played out Hisself's moves almost too effectively. Yes the Missions had been corralled and annexed but significant chunks of the Field had been blown to smithereens and the natives (Field) were spooked and nervous and that was bad for business.
In the early ‘70’s, El Ron had unleashed programs (along with the FBO Model) to make “making money” the priority. Several of the “Stars” of this push made a fortune for Scn in a short period time with “Postulate Checks and Crush Sell”. After the initial big bucks were made the Field was in turmoil so El Ron stepped in with the, “This is dreadful--I didn’t know” routine and busted the “sole” ones responsible. They were brought to Flag, slapped on the wrist and assigned as their “amends” to go boom Boston Org, which they did--making tons more dough for Pers Accounts and SOR--and returned to Flag as heroes and were made Senior Officers and Execs in the Flag Bureaux.
A decade later (’82) El Ron was supposedly “off the lines” and had “turned things over to Senior ‘Management’”, DM played Hisself's, “This is dreadful--I didn’t know” routine and busted the ‘sole’ ones responsible” for the CommodeDoor. It had worked in the early ‘70’s so why not now?
The Dictator/Pawn and various COC tyro-gangsters that had done the dirty work of crushing the Mission Holders and Field Luminaries were show “busted” and the Field calmed down a little while folks spent extra $ on Sessions to get their ARCX’s cleaned up and get their upsets “handled”. During what appeared to the Field as a “Lull”, El Ron and the COC were feverishly, furiously and foolishly “clearing the decks” and getting things “shipshape” and, with the CommodeDoor Hisself “on the bridge”, piloting the “Ship”, the COC Tyro Gangsters completed the “purging” of most of the remaining Stars that had built Scn over the previous 15-20 years.
The Dictator/Pawn had played his role well enough and the Finance Police Model that was sired by the FBO Network Model would be adjusted, refined, tempered, repackaged and within 2 years morph into the IAS, taking in WISE along with it.
The soon to “fire off to ‘Target Two’” El Ron Elray was playing out Hisself’s Final Gambit.
