Weird RPF sign - translation needed

Today while protesting at Big Blue in Los Angeles XenuSmurf pointed out a new RPF holding area where they gather in the morning. It was fenced off and the fence blocked but I managed to take photos inside. One of them was of this strange sign. Can anyone translate it?

Dissem is on M.V. Event Condition 1.
No body traffic.
"Dissem" means the Dissemination Division, Division 2 of a normal organization.
"M.V. Event" is one of the major annual events in the Scn calendar, like LRH Birthday or New Year. This one celebrates the maiden voyage of the Freewinds.
"Condition 1" is the naval term meaning all the crew are on post, general quarters, no-one sleeping or on leave.
"Body traffic" is when you personally go over and see someone instead of sending an email or written memo or telephone call. "NO body traffic" means don't you dare walk into their office unless you normally work there. In other words, the people in that office or area are super-busy on high priority work and they don't want to be interrupted by any visitors or other traffic.

I've never seen anything from Hubbard about "Event condition one". :confused2:

Here's a Google street view map picture of the building. Can anybody recognize the hefty guy, in the sleeveless white T-Shirt, walking into the gate as the Google vehicle 'happened' to be passing by? Notice the storage building sign to the left side of the street view, and the camera on the building to the right sdie of the photo. I wonder how scientology would like picketers standing out in front of that building, and at the exit gate on Fountain AVE. (It looks like a fairly small building for so many prisoners, maybe it's connected to the much larger storage building next door. Too bad there's a big tree between the RPF building and the storage building.)

Scientology disavowed any connection to the CCHR to the LCN news network in Canada about 6-8 months ago. Same at the Concordia university exhibit. (the absence of anything relating it to Scientology was very telling)
It is also not what they told me about a month ago when I visited the CCHR expo in San Francisco. I was in the building about 20 minutes, took pictures of everything. I asked them who they were associated with and who funded them. They said it was strictly donations to the CCHR.
You may remember that I exposed their lies right after that when the CCHR truck got arrested in SF, in front of their exhibition. The truck had small letters indicating ownership by Scientology. I'm sure you remember the discussion about that video on this very forum.
