Pretty sure it's just a big typo...like all the basics and whatever newly revised books/courses they're slinging because typo's were found - and now it really WORKS.

I'm inclined to think it actually means what it says. It doesn't mean they'll be broadly releasing OT IX and X any time soon but it is designed to create the impression that they're "just around the corner".

The excerpt below is from an email (forwarded to me by a friend) written by a top career FSM around four years ago and distributed to his/her group of selectees and hopefuls. Just about three months after Marty's revealing posting on no OT 9 & 10.

Read closely. It's a very transparent attempt by the Int/Freewinds execs to take back all previous promises and expectations in the face of badgering OT8s snooping around, getting anxious, and asking too many questions.

I'm certainly not saying I believe it, but your logic would have applied to any of the then new auditing levels when they were released.
The bottom line is that when any new auditing level was and is released, you need to have auditors and case supervisors available.
It is possible that they are piloting IX and X prior to public release.

This is beginning to make sense. I can kind of see now why the supernatural state and powers of OT IX and OT X cannot be released yet.
EXPLANATION: There are two (2) reasons, actually:
1) Because even though the OT VIIIs (waiting to do their next levels) are all from countries that already have Ideal Orgs, they would be too enturbulated to use their full OT VIII powers & postulates to clear the planet. Technical research revealed that an OT VIII has incredibly high standards and they can be arc broken very easily just knowing that some of the orgs around the world (not the one they are in) have wooden floors instead of the ideal marble floors. This throws their ruds out and, naturally, they it's squirrel to try and do OT IX and OT X over out ruds.
2. Because if the OT VIIIs were to be allowed to do OT IX and OT X and discover the super secret contained within----something very bad would happen[SUP]*[/SUP].
[SUP]*[/SUP] The technical reference for this is contained in the final "What's in the box?" scene of the movie "SEVEN".
ps: Sometimes (even for knowing-how-to-know OTs) it's better not to know.......that there's nothing on those OT levels--nothing at all--absolutely nothing. No secrets. No paranormal powers. Zero! Maybe DM thinks the minions are ready to full embrace Hubbard's big reveal that he is the anti-christ. DM can just grab the original OTVIII and divide it up into to parts and sell it as OTIX and X. OTIX will let you know Jesus was a pedo and X will reveal that Hubbard is the great satan. (not a great stretch there, he had all the evil necessary just none of the supernatural powers.)
