Here's my theory for what its worth.
I believe DM has learned well from LRH and the last few decades of corporate CEO's.
Phase 1: Blow off as many people as possible with unbearable working conditions. This brings down costs. Eg: Int base crew complement has been knocked down to 20% of it's hayday (Note that percentage).
Phase 2A: Turn whatever goodwill remains in the Scientology public sector into capital under the guise of Ideal Orgs. It's a taken that all these new assets are ultimately under DM's control.
Phase 2B: Re-market everything that possibly can be - even the basic books and cassettes. Probably a new E-meter is also on the way.
Phase 2C: Pull-off a similar scam with training and processing (Eg Preps for OT 9 & 10) . He knows what once caused an Affluence GI stat is capable of doing the same again.
Phase 2D: Do a new IAS campaign based on the latest finiancial crisis.
Phase 3: Ensure a ship exists in international waters, in tip-top condition (read 'newly renovated') where he can retire to when it all goes belly up or things get a bit too hot legal-wise. Ensure IAS bank accounts ... etc are all located/controlled from here also.
Phase 4. Ensure that the secret property in New Mexico is well stocked up with food ...etc. The private landing strip makes entry into the US possible as needed.
