Scientology's most important Hubbard tactical and policy (including confidential HCOPLs) writings aren't in the OEC Volumes anyway.
And "altering" the contents of the OEC Volumes has been ongoing since the beginning of the OEC Volumes, and since Hubbard told the big lie that there was "no hidden data line" to rooms full of rank-and-file Scientologists, their heads nodding with VGIs.
For example, the original statement of the Fair Game Law of March 1965 was "altered" in December 1965, with the condoning of first degree murder, assault, burglary, and arson on Suppressive Persons deleted for legal reasons; around 1968 another version deleted the words "Fair Game" for "public relations" reasons; and then, around 1991, a special watered down version was produced for showing to judges and government officials - "See we've reformed!"
The version still used - for serious stuff - inside Orgs is the December 1965 one - but with the words "Fair Game" deleted.
Per its founder's instructions, Scientology functions as a "tight conspiracy."
One of the reasons why there tends to be so much angry shouting in Orgs is that the Hubbard mandated conspirator/chump interaction generates tension.
