I think Franks realized early on that the whole operation was a pyramid, with field auditors and missions being the foundation that allowed the orgs to be viable. He may have realized it in his LA Org days.
The reality is that production happened IN SPITE OF Sea Org management, rather than BECAUSE of it. To be viable, an organization needed to be able to retain most of its Gross Income, and spend it on the things that are actually needed to allow production to happen. I would see orgs piss away many thousands of dollars per week on bulk mail being sent out to bad addresses. Nobody would want to do an address correction mailing and get the addresses fixed, because that would make the Bulk Mail Out stat go down.
Meanwhile, at the other extreme, a Field Auditor (back before they shut down most field auditors) could make his own decisions and spent no time on the phone being berated about his stats by some clueless dweeb a thousand miles away.
