Is Scientology actually going to *keep* copies of all alterations? That alone would make for a valuable archive project and is pretty much standard practice elsewhere.

At a policy level, no. From what I hear, Miscavige orders that all the old stuff get tossed. I think the main reason for this is financial, as it forces people to buy the new items.
I remember when some new books or packs came in to ITO and I wanted to keep at least one set of the old stuff. The reason was that sometimes a student is hung up in an older version of some book or pack or issue, and showing a newer revision doesn't help a lot as the words the guy is hung up in aren't in there. I remember the then-CO, a fat bitch called Renée Norton, refusing and saying toss them ALL, no exceptions.

But the "Preservation of the Tech" project? I agree this is a really wacky idea, but I don't see any obvious fraud in it. The leaked docs show literally hundreds of millions of dollars being spent on subterranean vaults and exotic preservation materials containing Hubbard's (more or less) words. That is exactly what has been promoted, and what has been produced, as far as I can tell. How worthwhile it all is is another story, but there is no significant fraud as far as I can tell.
