First, definitions:

Ruin: What keeps you in Scientology even though it does not work.

Anti-Ruin: What gets you out & keeps you out of Scientology.​

I suspect that Jason's ruin was not handled by Scientology. CoS doesn't want to handle your ruin. That kills income.
