I realize David has no ethics, but the mere logic of not paying staff proper wages is simply counter-intuitive to doing good business. After all, keep the staff happy, they remain loyal for life and most likely will spend that money within the church. Keep them suppressed and overworked, etc... one by one they will leave and report their experiences for all the world to see. All the world sees the horrors... and it prevents potential new members from even wanting to join. David is a business genius indeed!!!
That is YOUR reasoning, but, you are probably not a professional criminal.
Now, when most people thing of criminals, they think in terms of those not too bright, penny ante assholes that do things like snatch little old ladies purses, rob convenience stores at gun point, burgle homes for TV sets and jewlry, etc. These guys generally go by the title of "inmate" or "offender." But there is another sort of criminal ... the ORGANIZED criminal ... and these folks are sometimes looked up to and called "wiseguys."
The organized criminal would pretty much be out of business without partners in government. For instance ... Prohibition made Al Capone. True, Al eventually fell, but, had he taken a longer view of things ... the longer Prohibition continued, the better off it would have been for him, and he would have gladly paid top dollar to House Representatives and Senators to keep Prohibition going for as long as possible. The same situation exists today with weed growers in states with medical marijuana laws ... these folks have a huge vested interest in NOT allowing a repeal of all the stupid shit4laws concerning weed. The Mexican mob would definitely be against legalization of ANYTHING, as that would be counter to their interests. Meanwhile, their friends in govt./law enforcement have done all in their power to make it impossible for the small time, mom and pop shop meth maker to stay in business so as to shift the meth trade south of the border to the Mexicans. It comes down to monopoly capitalism vs. free enterprise. The Cof$ has definitely adopted this business model with their policies and the way they come down on independent Scientologists.
Regarding the method of operating of the organized criminal with respect to legitimate business ... rather than take a long term view on running a legitimate business for profit,
they look for businesses to destroy and make a windfall profit in the short run. For instance ... thru enticing a business owner into gambling debt they become a partner in a business. Rather than keep it running at a reasonable profit indefinitely, they will max out the credit, sell off all their purchases below wholesale quickly knowing they will not be paying the businesses creditors, run the business into bankruptcy where a judge in their pocket makes all their problems go away, and, just for added fun, the place is torched to sell back to the insurance company. Then its all about going on to find the next business to wreck for short term windfall profit.
Now haven't I pretty much summed up DM's modus operandi? 1) monopoly capitalism and 2) destroying a business for short term windfall profit. Truthfully, both of those MO's were put in place by the HubTurd. The HubTurd always wanted a monopoly as far as Scientology was concerned, but didn't get into the "wreck it all for short term profit" thing until later in his career. The start of that came with the policy letter "Donations ... The Solution To Inflation" which went into effect the end of October of 1976 with 5% per month price increases and the leaning on mission holders to move over from MOWW to SMI. The grand finale was the infamous mission holder meeting of October of 1982, which introduced the infamous "finance police." You can read all of this in the Bent Corydon book,

You can look at everything that DM has done since taking over and it has fit the model of either enforced monopoly or the wrecking ball for short term, windfall profit. That is what the constant "latest and greatest" event thing is all about. DM is greedy and wants to make sure that when he leaves there is nothing left for the next guy.
